John Silver

John Silver was born March 4, 1980 in the small, predominately Houma Indian community of Dulac, Louisiana. Born to John Silver and Lucretia Parfait McDonald, he was reared by his grandparents, Pearly Gregoire Parfait and the late Antoine Clarence Parfait, Sr. Surrounded by an outsized loving family, including quite a large extended family, they reared John on the traditions so important to the identity of being Houma along with imparting in him an interest and love of food, family, Houma-French language and traditional way of life that is still ever present today.

His first job was at the Dulac Community Center, through the Inter-Tribal Council of Louisiana, where he worked as a summer intern; he was promoted to Program Director then years later hired as Interim Executive Director to eventually becoming elected President of the Board of Directors of the organization. After graduating from Allen J. Ellender Memorial High School, he enrolled at Nicholls State University where he is currently completing his Bachelor’s degree in Business Administration. In 2006, he began working for the Inter-Tribal Council and Office of Workforce Development with the Louisiana Department of Labor’s Disability Program Navigator Initiative. In 2012, he was hired as Executive Director of the Dulac Community Center where he continues to be employed today.

John was first elected to the Office of Tribal Council to fill the term of District 4 vacancy in October 2007. He then ran unopposed in the elections of June 2008 and June 2012 where he is serving his second full term in office representing the communities of Northern Dulac, Grand Caillou, Ashland, Crozier, Northern Theriot and Dularge. He was elected by his peers on the Tribal Council to the Office of Treasurer and Chairs the Budget & Finance Committee until 2015. He also serves on the Personnel Committee and Tribal Government Committee. He represents the United Houma Nation on the Board of Directors of the Inter-Tribal Council of Louisiana and Institute for Indian Development.
