Call to Order
            Principal Chief Brenda Dardar-Robichaux called the meeting to order at 10:08 a.m.

Reading and Approval of Minutes
            A motion was made by Lora Ann Chaisson to approve the November minutes, seconded by Michael Dardar, motion carries.
 
Treasurer’s Report
A motion was made by John Silver to approve the August, September, October, and November's Financial Reports, seconded by Michael Dardar, motion carries. John Silver, Treasurer, reported that the Finance Committee will meet every Thursday before each meeting and review the Financial Reports in detail and a budget justification will be presented to the Tribal Council at the Tribal Council meetings.  The budget justification will give an overall of how much was budgeted for each account, how much was spent, and what is left from each account.   
 
Committee Reports
The Vocational Rehabilitation report was provided by Ms. Lanor Curole. The VocRehab program focuses on providing employment opportunities to tribal citizens with disabilities. A VocRehab annual report was provided for the Tribal Council for review. Due to the hurricanes, the program was delayed in providing services. A total of thirteen cases were expected to be closed successful with only nine actually closed last fiscal year. The program is particularly targeting clients between the ages of 16-25. This year, the program is looking to visit local high schools with tribal citizens to provide outreach and information. The program is hosting an employer open house to develop a relationship with potential employers of the clients served on March 6th from 11:00 a.m.-2:00 p.m. The following outreach activities are planned for the different tribal communities: Montegut- sponsor Easter Egg Hunt-April 4th at 2:00 p.m., Marrero- St. Patrick's Day Celebration Dinner- March 17th at 5:00 p.m., Lafitte- Luncheon -April 8th from 11:00 a.m.-2:00 p.m., Golden Meadow- to be scheduled with Laura Billiot, Grand
Caillou/Dularge- February, Mardi Gras Family Fun Evening, and St. Bernard- to be scheduled with Hope Larios. The program has been approved to host a 1-Day Disability Conference in Houma on June 4th and a 1-Day Disability Awareness Powwow tentatively scheduled for September. Ms. Lanor offered anyone requesting more information, to visit her after the meeting.
 
Ms. Nicole Roddy reported on the Radio Station project for the United Houma Nation. The UHN is working on attaining its own radio station called KVHN, Voice of the Houma Nation. The UHN application is still pending for an FCC license. The Advisory Board met November 18th.
 
Ms. Lanor Curole reported on the Enrollment Committee. The committee has been reviewing tribal enrollment applications of tribal elders seventy and older, so they can receive their tribal enrollment. The United Houma Nation Enrollment applications can be retrieved off the website or from the Tribal Center in Golden Meadow.  
 
Ms. Lora Ann Chaisson reported on the Inter-Tribal Council. Ms. Lora Ann stated the classroom training program will start on Monday, January 12th. Ms. Lora Ann Chaisson will be meeting the Coushatta tribe to discuss the Elder’s Fest to be held on March 19th. Mrs. Brenda stated the ITC board held a conference call in which the board decided that the ITC staff would receive a 5% pay raise.
 
The United Houma Nation Annual Banquet took place Sunday, December 14th at the Houma Municipal Auditorium at 6:00 PM – 10:00 PM. Tribal citizens were honored and recognized for their contributions to the tribe.
 
Ms. Dana Solet reported on the youth activities of the United Houma Nation. A detailed document was given to the Tribal Council to review all the programs and activities the UHN youth is involved in. Two projects the youth is working on are the New Orleans Kid’s Camera Project and a Traiteurs project. The YMT, Youth Media Team, will be interviewing tribal citizens who were treated by UHN Traiteurs to archive. A future project the YMT will be working on is a project called “Now and Then: A Bayou Review”. This project will consist of attaining pictures of the bayou landscape before the influx of industrial shipyards and other industries and taking pictures of the bayou side now. The pictures will be put together with audio, from the tribal citizens who lived along the bayou side years ago, to bring awareness to others. Anyone with photos, interested in being interviewed about being treated by Traiteurs, or has information to be provided, can contact the Relief Office in Raceland.     
 
Ms. Brenda Dardar-Robichaux attended the Funder’s Forum Panel Discussion on Strengthening the Ecology and Economy of the Coastal Region on November 10th in Alabama.
 
Ms. Brenda Dardar-Robichaux attended the Southern Regional Resource Center in New Orleans for a presentation for Heritage month on November 20th for USDA.
 
An Emergency Preparedness Committee meeting took place on January 9th and the next meeting was tentatively scheduled for January 24th at 11:00 a.m. at the Relief Office. Mr. Thomas Dardar announced that Samantha Shaffstall, an employee of the UHN Relief Office and a tribal citizen, received the Gulf Coast Fellowship for organizing Native Americans around disaster preparedness in coastal Louisiana and for assisting in writing the UHN Emergency Preparedness Handbook. Ms. Jamie Billiot also received the Gulf Coast Fellowship for organizing coastal communities around resiliency, recovery, and coastal preservation using native storytelling in Louisiana. A rough draft of the UHN Emergency Preparedness Handbook was provided in the Tribal Council packets.      
 
Elder’s Fest - The United Houma Nation’s Annual Elder’s Fest was held November 22nd from 10:00 AM to 2:00 PM in Raceland at Ms. Brenda’s home. 130 Elders were in attendance.
 
Mr. John Silver reported on the Dulac Community Center. The DCC is continuing to provide disaster relief services. The center’s disaster relief fund with the Methodist Church serves only lower Terrebonne parish. The Methodist church is looking to set up an office in Houma, but will serve the Point aux Chene and the Island communities. The center received six feet of water and is still being rebuilt, but funds are limited. The DCC is transitioning from hurricane recovery back to providing the regular services.
 
Ms. Lora Ann Chaisson and Ms. Janie Luster, along with other tribal citizens, presented and cooked for the U.S. Coast Guard in New Orleans on Friday, November 14th.
 
LIEA Committee held a meeting on Saturday, November 15th from 10:00 AM to 2:00 PM at the Chitimacha Tribal School in Charenton, LA to start planning the 10th Annual Indian Youth Camp on March 13th-15th. Anyone interested in attending this camp can contact any of the Tribal offices.
 
Mr. Michael Dardar reported on the Personnel Committee. The committee met December 3rd at the Relief Office in Raceland. Ms. Samantha Shaffstall was originally hired for the position of Program Manager. Due to the recent hurricanes Gustav and Ike, her job duties shifted into Case Manager. It was decided that Ms. Samantha Shaffstall will maintain the position of Case Manager, and the responsibilities of the Program Manager position will be distributed among the staff. Ms. Samantha Doucet was hired to the position of Office Clerk working out of the Golden Meadow Tribal Center. It was brought to the attention of the Personnel Committee of a possible conflict in Ms. Samantha Doucet’s employment. As stated in United Houma Nation Employee Handbook, “In instances of limited selection of applicants, supervisory authority over immediate family may from time to time be waived by the Tribal Council.” Mr. Michael Dardar, member of the Personnel Committee, asked the tribal council for this waiver. A motion was made by Ms. Lora Ann Chaisson, seconded by Thomas Dardar and passed to employ Samantha Doucet in accordance with this guideline.
 
A meeting was held with Mr. Earl Barbry on December 13th at the Raceland Relief Office with Ms. Helen Gindrat, Ms. Laura Billiot, and Ms. Brenda Dardar-Robichaux. Mr. Barbry awarded the United Houma Nation a $5,000 grant and encouraged the UHN to apply for more.
 
Indian Santa took place Saturday, December 20th and Sunday, December 21st. On December 20th, Indian Santa visited the Golden Meadow community, which had 200+ children in attendance, and the Dulac community, with approximately 215 children in attendance. On December 21st, Montegut had 40+ children and Bayou Dularge had 70+ children in attendance. Indian Santa visited Dulac, Dularge, Golden Meadow and Montegut. The toys were donated from the Marine Corps Toys for Tots and various other organizations.
 
Mrs. Brenda Dardar-Robichaux, along with other tribal citizens, will be attending the Orleans Parish School Board Swearing-In to participate in a multicultural program at Warren Easton High School.
 
The Governor’s Office of Indian Affairs 2009 Scholarship Application was available in the Tribal Council’s packets to make copies and distribute to tribal citizens graduating high school in their communities. After deadline tribal citizens are eligible with a letter provided from the tribe.  
 
 
District Reports:
       Lora Ann Chaisson – District 2: Ms. Lora Ann stated that the Island road is being repaired in her area. Mr. Albert Naquin is still reporting that everyone on the Island wants to move, but the reports are false. Ms. Lora Ann will be meeting with Mr. Claudet about the possibility of drafting a petition and getting everyone to sign stating they want to stay on the Island. Ms. Lora Ann reported that Indian Santa went well and it was fun for the children. Louisiana Methodist Recovery went door-to-door in the area to conduct a needs assessment on the citizens in the community. Ms. Lora Ann stated she will be having an Easter Egg Hunt April 4th at the Montegut Tribal Center. A community meeting will be scheduled.
 
John Silver – District 4:  Mr. John Silver reported that a joint-community meeting between his district and Ms. Janie Luster’s district, District 3 has been scheduled. As mentioned before, Mr. Silver is working with the VocRehab program to have a Mardi Gras Family Fun Evening in February. Mr. Silver reported that his district is sponsoring the sales of a United Houma Nation lapel pin for $8.00. All proceeds are going towards a scholarship fund and building fund.
 
Thomas Dardar – District 6:  Mr. Thomas Dardar stated that he has been attending meetings as a representative of the tribe. Mr. Dardar is planning a community meeting for the near future.
 
Laura Billiot – District 10:  Ms. Laura Billiot reported that the Golden Meadow office has been busy since the hurricanes. Many tribal citizens are still in need of groceries from the Old Store Relief Center. As stated before, she will be working with Ms. Lanor Curole to set up an outreach event.
 
      Michael Dardar – District 11:  Mr. Michael stated he and Ms. Laura Billiot, of District 10, will have alternating joint-community meetings throughout the year. The meeting is scheduled for the last week in January or the first week in February.

Resignation
        Todd Galle, representing District 7, sent in his letter of resignation. The District 7 seat is now vacant.
 
Reading and Approval of Minutes
        A motion was made by Ms. Lora Ann Chaisson to approve the March minutes, seconded by Ms. April Guidry, motion carries. February minutes were revised and available at the meeting.
 
Treasurer’s Report
A Finance Committee meeting was held April 9th. The minutes of the Finance Committee meeting were provided in the Tribal Council’s packets. The Finance Committee recommended the use of leadership support funds from Blue Moon to relocate the Old Store Relief Center. A motion was made by Ms. April Guidry to dedicate the funds with an agreement between the owners and the United Houma Nation, seconded by Ms. Laura Billiot, Mr. John Silver abstained, motion carries. The Finance Committee reviewed and adopted the March 2009 Financial Reports for all accounts at the Finance Committee meeting. A motion was made by Ms. Lora Ann Chaisson to accept all the financial reports for all the accounts, seconded by Ms. April Guidry, motion carries. The next financial meeting is scheduled for May 7th at the Houma office at 4:30 PM.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. Since the last Tribal Council meeting, the VocRehab program has held two outreach activities. On March 17th, there was a St. Patrick’s Day outreach in Marrero, and an Easter Egg Hunt was held in Montegut on April 4th with Ms. Lora Ann Chaisson, Tribal District Council Member for that area. The VocRehab program is working to have outreach events scheduled in the Lafitte, Golden Meadow, and Chalmette areas. On September 19th, VocRehab will host a Disability Awareness Powwow at the KC Home in Grand Caillou. Ms. Lanor Curole reported that VocRehab met with Mr. Michel Claudet to share the plans of the Powwow. The VocRehab program has received a new upgrade for the client database. The new improvements to the database will help provide more efficient reporting.
 
Ms. Hope Larios was present to give the Election committee report. Ms. Lora Ann Chaisson recommended that a mail out be sent to all the citizens in the District 7 community notifying them of the vacant seat on the Tribal Council. Ms. Lanor Curole reported that there are three interested candidates for District 7. A motion was made by Ms. Lora Ann Chaisson to recommend that the Election Committee send a mail out to District 7 and plan for a special election, seconded by Ms. April Guidry, motion carries.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. A draft of the ANA grant the Tribe applied for is provided in the Tribal Council’s packets. Ms. Brenda Dardar-Robichaux and Mr. John Silver attended the National Federation of Community Broadcasters, 34th Annual Community Radio Conference on April 1st – 4th in Portland, Oregon. Ms. Lanor Curole reported even if the tribe receives funds from ANA, more funds will be needed. Anyone interested in serving on the Advisory Board for the Radio Station is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Indian Education. The applications to apply for Indian Education grants are due at the end of April. There will be a Lafourche Parish Public Hearing and Parent Committee meeting on April 20th. Ms. Janie Luster reported that the number of American Indian students has dropped in Terrebonne Parish. Students without tribal roll numbers need to go through the process of enrollment to be counted.
 
The Enrollment Committee is in need of volunteers. There are approximately1400 citizens in the after-deadline file. The Enrollment Committee is placing phone calls to citizens, but many of the numbers have been disconnected. Letters requesting the required information for the enrollment process need to be sent to all citizens that cannot be reached by phone. The Enrollment Committee is also working on enrolling children. Follow-up letters need to be sent to inform citizens of their enrollment process status. Anyone interested in volunteering should contact the Golden Meadow Tribal Center, 985-475-6640.
 
Ms. Lora Ann Chaisson gave the Inter-Tribal Council report. Ms. Lora Ann reported that the ITC Elder’s Fest took place March 19th at the Coushatta reservation. There were 199 elders in attendance, with approximately 100 from United Houma Nation. Ms. Lora Ann reported that the Project Venture program hosted a camp in Grand Isle March 13th-15th for charter fishing. The summer youth program criteria has changed, the tribal citizens must be a senior not going to college that wants to go straight into the workforce and slots are limited.
 
Ms. Brenda Dardar-Robichaux reported on the youth activities of the United Houma Nation. The Youth Media Team is still conducting interviews throughout tribal communities. Once the radio station is functional, these interviews will be broadcast. Some of the work has been posted on the United Houma Nation website, www.unitedhoumanation.org. Anyone interested in being interviewed should contact the YMT by email, youth@unitedhoumation.org, or at the Relief Office, 985-537-8867. Funds were received from Global Fund for Children to host a leadership camp May 15th-17th for children 6th-12th grade. The location for the camp is to be announced. The camp is the same weekend as the Tunica-Biloxi Powwow, Ms. Brenda will contact Ms. Brenda Lintinger, Tunica Biloxi tribal council representative, about housing facilities.
 
Mr. Seth Siegel gave the Emergency Preparedness Committee report. An Emergency Preparedness meeting was held on March 26th. The committee discussed having Memorandum of Understandings (MOU) with other tribes for housing and transportation for emergency evacuation. Ms. Lora Ann Chaisson reported that Choctaw will sign the MOU with the United Houma Nation. Choctaw has seven communities that could house tribal citizens during evacuation. The next Emergency Preparedness meeting will be in sometime in May. The Tribe is meeting with all the Office of Emergency Preparedness (OEP) and parish leaders for all the tribal communities.
 
Mr. John Silver reported on the Dulac Community Center. Mr. Silver stated that the DCC is still working with United Methodist Church. The DCC is taking applications for anyone needing assistance in the Dulac area. The United Methodist Church has opened another office in Houma to serve other bayou communities.
 
Ms. Brenda Dardar-Robichaux reported on the New Orleans Jazz and Heritage Festival (NOJHF) which will take place on April 24th-26th and April 30th- May 3rd. Ms. Brenda Dardar-Robichaux and Ms. Lanor Curole will be attending a Food Vendor’s meeting on April 14th. Tribal Citizens will be volunteering to cook and do prep work before Jazz Fest at the Larose Civic Center on April 17th. The New Orleans Jazz and Heritage Festival Workshop will take place on April 27th at Ellender Memorial High School. On April 22nd, the Tribe will be setting up the booth at Jazz Fest. Anyone interested in volunteering for the NOJHF or attending the workshop, please submit your name as soon as possible.
 
Mrs. Brenda Dardar-Robichaux reported on the Grant Committee. The Relief Office has received funds to provide $1,000 grants to help towards repair or purchase of a new sewer treatment plant that has been damaged or lost due to the hurricanes. Eight applicants have been approved for this grant already. Anyone wanting a grant application can call Ms. Samantha Shaffstall at the Relief Office in Raceland, 985-537-8867.
 
Mr. Michael Dardar provided a report of the United Houma Nation men’s group retreat in all Tribal Council packets. The men’s group retreat took place in Raceland on March 28th. The report provided information about the activities that took place and upcoming events planned.
 
Ms. Brenda Dardar-Robichaux reported on the Paddle Bayou Lafourche 2009 that took place on March 28th at 5:00 PM. People from all over the United States and other countries took part in this annual environmental awareness event. Accommodations, food, and a UHN tribal presentation of drumming and dancing were held.
 
Ms. Lanor Curole and Mr. Seth Siegel had a meeting with the Office of Public Health on March 20th. They met with Al Russell, District Supervisor for Lafourche and Paul Landry, Regional Director of Public Health who are interested in working on projects with the Tribe. They discussed the development of a workgroup. Ms. Brenda Dardar-Robichaux, Mr. Seth Siegel, Ms. Bernadette Carriere, and Mr. John Silver had a follow-up meeting.   
 
On March 24th, Ms. Charlene Soares attended the Wage and Hour Seminar in Houma. Ms. Charlene reported that all the information she gathered will be shared with the Finance Committee.
 
On March 26th Ms. Lanor Curole, Mrs. Brenda Dardar-Robichaux, Ms. Louise Billiot and Mr. John Silver met with Michel Claudet at the Parish President’s Office. At the meeting, they discussed the levees being repaired and the parishes’ involvement in the upcoming UHN Disability Awareness Powwow. 
 
Students from UC Berkeley, Calvin College, and Jewish Funds for Justice have visited to volunteer in the Tribal communities throughout the month of March.
 
Ms. Brenda Dardar-Robichaux attended a Ms. Foundation Katrina Women’s Response Fund and Southern Strategy reception and dinner on March 30th. The Ms. Foundation is continuing to support the Tribe and wants to work on another project with the UHN.
 
Ms. Brenda Dardar-Robichaux provided a tour April 4th for Ms. Brenda Lintinger, Tunica-Biloxi, and a delegation from the Department of Agriculture and Farming. The tour started at the Raceland Relief Office and continued to Houma, Montegut, Isle de Jean Charles, and Point-aux-Chene. Ms. Lora Ann Chaisson reported that the Department of Agriculture and Farming are interested in funding a project for the fishermen of the United Houma Nation.
 
Ms. Brenda Dardar-Robichaux reported that she will be serving on a panel discussion at the Katrina to Copenhagen: Promoting a Fair Climate Agenda conference on April 17th. The information gathered from this discussion will be used in an International Treaty.
 
Phillip Hillaire, with National American Indian Housing Council, is seeking assistance in filling the following positions at the May 12th event being held in New Orleans:
·         Tribal Chief/ Leader to welcome our members at the Plenary Session
·         Color Guard Coordinator to handle the lineup of color posting
·         A drum group to bring in Colors
·         Invocation presenter
·         Convention Sponsorships
Anyone interested should contact Mr. Hillaire as soon as possible.
 
Mr. Kevin Billiot, with Inter-Tribal Council, asked Ms. Lanor Curole to serve on a Census Advisory Board to prepare for the 2010 Census. Ms. Lanor Curole asked for other appointees to serve on this board. Ms. Laura Billiot nominated Ms. Lora Ann Chaisson to serve.
 
Ms. Brenda Dardar-Robichaux reported that over the years, the UHN has grown in the number of services being provided and activities being held. With that growth has come the need for more community involvement. Ms. Brenda stated that a community conference is being planned. Ms. Brenda asked the council to identify five citizens in their communities that want to be involved in the Tribe, to continue with all the programs and activities.
 
District Reports:
Albert Solet – District 1: Mr. Albert Solet reported that he would like to get more of his community citizens involved with Tribal activities and find out the needs of his community.
 
Lora Ann Chaisson – District 2: Ms. Lora Ann Chaisson reported that she attended a Parish Council meeting. Ms. Lora Ann stated that if tribal citizens have an issue, citizens should attend the meetings to voice their opinions. Ms. Lora Ann reported on the Annual Easter Egg Hunt held in her community on April 4th. Ms. Lora Ann inquired about the building materials for and repairs to the Montegut Tribal Center. Progress is at a stand still at this time; no materials have been delivered and labor is unavailable.
 
Janie Luster – District 3: Ms. Janie Luster reported that she has some concerns in her community. A state bridge at Falgout canal needs to be replaced, but the state is not planning to replace it. Ms. Janie asked that the Tribe send in a letter asking that the bridge stay in the community. Another concern is the pump on Brady Road has been removed due to legal issues. All the wind has brought the water into the community and caused flooding. Ms. Janie said she would like to do a petition or a class-action suit. Ms. Janie asked that the Tribal Council provide a letter of support. The Tribal Council suggested that she gather her community to attend a Parish Council meeting and the tribal council representative will attend as well. Ms. Janie Luster reported that a July celebration at the old Indian school is being planned.
 
John Silver – District 4: Mr. John Silver reported that a Mardi Gras celebration was held in conjunction with VocRehab in February. Citizens were able to voice their concerns and hear recommendations. Mr. John Silver stated that he has met with Mr. Michel Claudet about the Community Block Grant that Terrebonne Parish is receiving. Mr. Silver asked Mr. Claudet to remember to include tribal citizens on committees and boards in the future. Mr. Silver stated that he is still selling United Houma Nation lapel pins for $8.00 for the scholarship and building fund.
 
April Guidry – District 8: Ms. April Guidry reported that she is anxious to get her community involved in Tribal activities.
 
Laura Billiot – District 10: Ms. Laura reported that a joint-community meeting with District 11 is being planned. Ms. Laura reported that she has been assisting in the prep work for the fund raising food both at the New Orleans Jazz & Heritage Festival.

  • Ms. Samantha Shaffstall, Case Manager of the United Houma Nation Relief Office, provided a report in all Tribal Council packets. The report provided an update on all her cases. Ms. Lora Ann Chaisson expressed concern that some tribal citizens were not fully informed of the guidelines for the LA Lift Home. Ms. Brenda Dardar-Robichaux stated that the United Houma Nation has no control over who is approved for assistance from outside programs. Mr. John Silver and Ms. Laura Billiot reported on another program in which there was confusion with helping tribal citizens. 
  • Mrs. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project. The How Safe/How Soon project has interviewed Tribal citizens to find out the changes in the communities and what the Tribe sees as future challenges. How Safe/How Soon and the United Houma Nation will be holding a community meeting April 16th from 5:00-8:00 PM in Raceland. Flyers were available with more information. Mr. Seth Siegel, Project Manager for “How Safe/How Soon”, suggested having Tulane involved in attending the Parish Council meeting about the issues in Ms. Janie Luster’s community.
  • Lowes Lumber Co contacted the UHN to offer assistance in repairing the Montegut Tribal Center after Hurricanes Gustav and Ike. After reviewing the extent of the damage, Lowe’s suggested that the Tribe apply for a grant through their website. The estimated materials list for the repairs to the Montegut building is $20,000.
  • The tribe is required to report to NeighborWorks America for the programs funded through the grant received. Ms. Charlene Soares needs all events and activities the tribe has participated in from October 2008 to March 2009. A form was sent to all Tribal Council and Staff to be filled out as soon as possible, the report is due April 15th.
 
          II.      Federal Recognition
  • Ms. Brenda Dardar-Robichaux has been in contact with Dr. Jack Campasi who is assisting with the tribe’s federal recognition efforts. Dr. Campasi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. Ms. Brenda Dardar-Robichaux reported that all folders on all tribal citizens at the Tribal Center should be up-to-date. It was suggested that a list of what is missing in the tribal citizens folders be sent to the Tribal Council so they can work on reaching out to their communities.
 
       III.      Membership Reinstatement
  • Ms. Talaya Smith was present with necessary paperwork to be reinstated. A motion was made by Mr. John Silver to reinstate Ms. Talaya Smith, seconded by Ms. Lora Ann Chaisson, motion carries.
  • A suggestion was made to possibly ask for identification, i.e. birth certificates, to submit with the reinstatement application to efficiently identify tribal citizens with like names.
 
       IV.      Public Comment
  • Mr. Todd Joseph Williams reported that he would like to volunteer for Jazz Fest.
  • Mr. Leroy Foret asked about the enrollment process. Ms. Brenda Dardar-Robichaux stated he must fill out an enrollment application and return it to the Golden Meadow Tribal Center.
  • Mr. Bryant Billiot announced a picnic celebration on April 18th at 10:00 AM at Pavilion 7. There is an admission cost of $1.00 per person. The event is pot-luck. Last year there were 100 people in attendance. He is also planning to hold an event for Plaquemines Parish. Mr. Bryant Billiot asked that the Census Advisory Board meet in Jefferson to inform citizens in the area about Census 2010. Mr. Billiot also stated that he is in the business of doing art, carving, and pottery. Mr. Billiot stated he can raffle off his art at any Tribal event.
  • Mr. Paul Solet inquired about the reinstatement process. Ms. Brenda Dardar-Robichaux stated that tribal citizens who previously resigned and went to other groups must fill out the necessary paperwork and attend a Tribal Council meeting.
  • Ms. Lora Ann Chaisson asked if a child needs a tribal roll number to qualify for Indian Education. Ms. Janie Luster stated that the children are eligible with their parents or grandparents tribal roll number.
  • Ms. Melanie Billiot requested assistance on how to contact tribal citizens for updated information. It was stated that all Tribal Council representatives have a list of their constituents but it is not to be shared because of confidentiality.
  • Mr. Bryant Billiot inquired about the cost of the youth leadership camp and transportation. Ms. Brenda stated that there is no cost to attend the camp and once applications are received transportation details will be worked out.
 
New Business:

          II.      Public Comment
  • Ms. Lora Ann Chaisson asked about the Enrollment Committee meetings. Ms. Lora Ann Chaisson suggested that a formal ability to serve letter be sent to the Enrollment Committee. A motion was made by Ms. Chaisson to send the Enrollment Committee an “Ability to Serve” letter, seconded by Mr. John Silver, motion carries.
 
Set Date, Place and Time for Next Meeting
            The next Tribal Council Meeting is scheduled for Saturday, May 9th in Houma, LA at the Council on Aging Office. The meeting will begin at 10:00 a.m.

        Principal Chief Brenda Dardar-Robichaux called the meeting to order at 10:05 a.m.

Ms. Brenda Dardar-Robichaux introduced Ms. Tracy Bruno, employee at Rivertown. Ms. Bruno provided flyers to upcoming events and asked if anyone would like to be on her e-mail distribution list. Ms. Bruno is interested in gathering information about United Houma Nation and including it in a museum.
 
Deviate from Agenda
        Ms. Laura Billiot motioned to deviate from the agenda to New Business Part A. Petition to Tribal Council because she had another commitment and would have to leave early, seconded by Mr. Albert Solet, motion carries. Ms. Cacinda Voisin presented the Tribal Council with a petition stating:
 
We, the undersigned voters of the United Houma Nation, draw the attention of the United Houma Nation Tribal Council to the following:
THAT the citizens of the United Houma Nation, being a sovereign native people, propose to amend the Constitution of the United Houma Nation dated May 12, 2001 [Article VI Section 1(e)]…The Principal Chief shall be limited to two consecutive terms of office.
THEREFORE, your petitioners request that the Tribal Council adopt this resolution and authorize an election called to repeal the term limits for the Office of Principal Chief of the United Houma Nation by December 31, 2009.”
       
        Ms. Laura Billiot motioned to accept the petition along with the terms of holding an election called to repeal the term limits for the Office of Principal Chief of the United Houma Nation by December 31, 2009, seconded by Ms. April Guidry, motion allowed for discussion.
           
Ms. Laura Billiot stated that constituents in her community presented a similar petition to her two years ago with the same request.
 
Ms. Janie Luster asked if a petition to the move the Golden Meadow Tribal Center to Houma is needed. Ms. Brenda Dardar-Robichaux stated that this discussion is about having an election to amend the constitution and moving the Tribal Center is an administrative decision.
 
Ms. Cacinda Voisin stated the present petition has been circulating since August 1st, 2009 (one week) and has garnered numerous signatures in this short time.
 
Ms. Lora Ann Chaisson stated that she does not believe in term limits and agrees with having it repealed, but it was adopted in the constitution.
 
Ms. Hope Larios stated that the petition gives the option for the people to decide if they want the change. Ms. Hope said she sees the community’s involvement as a good trend.
           
Ms. Cody Danos, former Tribal Council member, stated tough decisions had to be made when drafting the new constitution.
 
Ms. Pat Arnould stated that what is good for the Tribe now is amending the constitution and offered to get petition signatures in the Baton Rouge area if needed.
 
Mr. Thomas Dardar, Jr. stated that term limits were in the old constitution and were carried over into the new constitution. He asked that a lot of consideration be taken when changing the constitution.
 
Ms. Brenda Dardar-Robichaux explained that the petition is calling for an election to amend the constitution to repeal term limits for the office of Principal Chief. If the amendment is passed, the current and future Principal Chiefs will not be withheld from running because of term limits.
 
Ms. Pat Arnould requested that other changes or concerns to the constitution be addressed to be included on this ballot.  
 
After a lengthy discussion, the vote was called. Mr. Steve Williams, Mr. Albert Solet, Ms. April Guidry, and Ms. Laura Billiot voted for, Mr. Thomas Dardar, Jr., Ms. Lora Ann Chaisson, Ms. Gwen Billiot and Ms. Janie Luster voted against. In event of a tie, Principal Chief breaks the tie. Motion carries.
 
        Mr. Thomas Dardar motioned to resume to the agenda, seconded by Ms. Janie Luster, motion carries.
 
Introduction of Special Guests
        Representatives of the Nation of Georgia attended the Tribal Council meeting to learn more about the Tribe. All visitors were introduced. The Nation of Georgia has worked with many organizations in the United States. In part of Nation of Georgia’s visit was to gather information about the United Houma Nation’s hurricane preparedness and emergency response. Ms. Pat Arnould offered to give the contact information of the Homeland Security Director to the Nation of Georgia.
 
Reading and Approval of Minutes
        Mr. Thomas Dardar, Jr. motioned to approve the July minutes, seconded by Ms. Gwen Billiot, motion carries.
 
Treasurer’s Report
Mr. Thomas Dardar, Jr. motioned to approve June and July financial reports for the VocRehab program seconded by Mr. Albert Solet; motion carries with one abstention by Ms. Lora Ann Chaisson. Ms. April Guidry motioned to approve June and July financial reports for the Golden Meadow and HRO offices seconded by Ms. Lora Ann Chaisson, motion carries.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. On August 4th, VocRehab hosted a one-day disability conference at the Quality Inn in Houma. The VocRehab program will host a Disability Awareness Powwow September 19th at the KC Home in Grand Caillou. The flyers for this event were provided to the audience. T-shirts will be sold as a fund-raiser for the Tribe. The program is also looking to create a wellness program to help citizens set goals and be ready for employment.
 
The Election Committee has asked for a nomination to replace Ms. Hope Larios on the Election Committee. Mr. Thomas Dardar, Jr. motioned to nominate Ms. Louise Billiot and Ms. Jody Naquin, seconded by Ms. Gwen Billiot, motion carries. Mr. Pete Billiot and Ms. Hope Larios will run for the vacant District 7 seat on the Tribal Council.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. The Tribe has applied for a grant through ANA to assist with the funding for the radio station. ANA has requested minor changes and clarification for a few things on the application. The Tribe is also looking at internet streaming with the radio as well. Anyone interested in working with the radio station project is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Lafourche Indian Education. The Leadership Camp for grades 6th-12th was held at Bayou Segnette on July 6th-9th and camp for Pre-K-5th grades was held on July 20th-24th at Larose Cut Off Middle School. A Parent Committee meeting will be scheduled soon. Ms. Janie Luster reported on Terrebonne Indian Education. Towards the end of the month, Terrebonne Indian Education will hold a Parent Committee meeting and a Public Hearing at the Houma Municipal Auditorium.
 
Ms. Brenda Dardar-Robichaux, Ms. Lora Ann Chaisson, Mr. John Silver, Ms. Gwen Billiot and the staff of the Golden Meadow Tribal Center met on August 3rd and reviewed after-deadline and resignation applications. Letters will be sent to after-deadline participants to inform them of the information needed for their application to move forward. Ms. Lora Ann Chaisson asked that all the wrong addresses be given to the Tribal Council to update their constituents’ information.
 
Ms. Latecia Sanamo reported on Inter-Tribal Council. Ms. Sanamo reported the summer youth program has just ended. Because of budget cuts, Ms. Sanamo expressed the importance of putting American Indian on the upcoming Census because it affects funding. The in-school program starts soon. ITC continues with the SCSEP program which is for elders 55 and older. The site coordinators are: Ms. Melissa Verdin in Terrebonne and Ms. Loretta Gilbert in Lafourche.
 
Ms. Dana Solet reported on the youth of the United Houma Nation. The Youth Media Team consists of tribal youth grades 6th-12th. The YMT is interested in interviewing Traiteurs or citizens who have been treated by Traiteurs. Once the radio station is functional, these interviews will broadcast. Some of the work has been posted on the United Houma Nation website, www.unitedhoumanation.org. Anyone interested in being interviewed should contact the YMT by e-mail, youth@unitedhoumanation.org, or at the Relief Office, 985-537-8867. Ms. Pat Arnould reported the American Indian license plates are still for sale and profits are going towards a scholarship. The UHN is also offering a scholarship that is voluntarily funded by the UHN Staff and Tribal Council Ms. Arnould also reported on an upcoming retreat for youth.
 
Mr. Thomas Dardar, Jr. gave the Emergency Preparedness Committee report. The Tribe has purchased four radios that will be used during an emergency. The Tribe will have its own channel to communicate through these radios. Ms. Samantha Shaffstall announced the United Houma Nation’s Hazard Mitigation Planning Grant has been officially approved by FEMA for $50,000. A meeting will be held August 13th at the Relief Office with Shenetia Magee-Henderson, with GOHSEP, to discuss the details of the grant. This grant will enable the United Houma Nation to hire a consultant to write a Hazard Mitigation plan for all six districts. Ms. Pat Arnould spoke with a member of the Apache tribe who is interested in assisting the UHN with the Hazard Mitigation Plan. Mr. Thomas Dardar, Jr. motioned to appoint Ms. Samantha Shaffstall to serve on the River and Bayou Parishes Mutual Aid and Assistance Task Force Region 3 Statewide Interoperability Committee, seconded by Ms. Janie Luster, motion carries.
 
Ms. Brenda Dardar-Robichaux reported on the Dulac Community Center. Ms. Mary Billiot, a former employee of the UHN Relief Office, is now the acting director at the Dulac Community Center while Jamie Billiot is on maternity leave. Ms. Gwen Billiot reported that LA Spirit and residents from Illinois attended the vacation Bible school to volunteer. Ms. Cacinda Voisin reported the Bayou Eagles are meeting every other Monday at the community center at 6:00 pm. After the Disability Awareness Powwow, the meetings will chance to once a month. The next meeting will be August 17th.
 
The United Houma Nation hosted its first Community Development Conference July 12th-14th at the Paragon Casino and Resort in Marksville, LA. Over fifty tribal citizens were attendance. The conference was focused on having a “United Houma Nation”. A short report of the Community Development Conference findings was provided in the Tribal Council’s packets with a more detailed report to follow. The UHN plans on hosting a follow-up conference to action plan the needs identified at the conference. In an effort to have more participation, participants of the last conference are encouraged to invite two tribal citizens to the follow-up conference. The success of the Community Development Conference has sparked a greater interest from tribal citizens to participate in more tribal activities. The conference was funded by NeighborWorks America and Louisiana Disaster Recovery Fund. Anyone interested in helping plan the next conference should contact the Relief Office at 985-537-8867.
 
Alaska Federation of Natives, National Congress of American Indians, and the Council for Native Hawaiian Advancement has launched a writing competition called “Thoughts on Recession, Recovery & Opportunity”. The deadline to enter this competition is September 15th, 2009. An email about the competition was available to the audience.
 
Ms. Brenda Dardar-Robichaux attended the Sadie Nash Leadership Project on July 29th in New York. Ms. Robichaux was invited to speak to a group of young women from the ages of 14-18 years old. Ms. Robichaux is interested in piloting a program similar to Sadie Nash for the young women of the United Houma Nation.
 
Information about the National Indian Sport Association was provided to the Tribal Council for anyone interested in attending the Native American World Series.
 
Ms. Ashley Graham, with Share Our Strength, contacted Ms. Brenda Dardar-Robichaux about grant funds available to purchase food for the Old Store Relief Center. Ms. Graham would like to work with the United Houma Nation to apply for this grant.
 
A film crew is interested in filming a fictional movie on Isle de Jean Charles about the Houma people’s efforts at preserving community from erosion. Casting calls and auditions have been held.
 
A student from Nicholls State University visited the Relief Office to interview Ms. Brenda Dardar-Robichaux and Mr. Michael Dardar about the United Houma Nation on July 17th. This story will run in an upcoming NSU newspaper issue.
 
Ms. Brenda Dardar-Robichaux serves on the Second Harvest Board. Second Harvest is interested in reaching out to tribal communities to provide assistance. A Board meeting was held August 5th. Representatives of Second Harvest plans to visit tribal communities and Ms. Robichaux will contact the Tribal Council once the visit is finalized.
 
Ms. Brenda Dardar-Robichaux will participate on a panel discussion at the Women’s Equality Day Forum on August 26th. The location is still to be announced. Information about the panel was provided in the Tribal Council’s packets. Anyone interested in attending with Ms. Brenda should contact the Raceland Office at 985-537-8867
 
The United Houma Nation will be applying for a NeighborWorks America Youth Financial Literacy Grant for $2000. This grant will provide financial literacy classes to the United Houma Nation youth. Anyone interested in working with this project should call the Raceland Office at 985-537-8867.
 
Monique Verdin, from the Grand Bois community, has a photo instillation called “A Decade of Reflection” at the Big Top Gallery in New Orleans from August 1st-31st. A flyer with more information was provided in the Tribal Council’s packets. The closing ceremony for this exhibit will be on August 29th from 6:00-10:00 pm. Anyone interested in attending this exhibit as a group should contact the Relief Office at 985-537-8867.
 
District Reports:
Albert Solet – District 1: Mr. Albert reported that he is planning a mail-out in his community as soon as his constituents’ addresses have been updated.
 
Lora Ann Chaisson – District 2: Ms. Lora Ann Chaisson stated the Island Road will be raised, but not until after hurricane season. Ms. Lora Ann has a friend helping her with address updates in her community. After the addresses are updated, Ms. Chaisson plans to have a mail-out in her community.
 
Janie Luster – District 3: Ms. Janie Luster reported the levee system in her district is in bad shape. Ms. Luster has not planned a community meeting because a location is unavailable because of canals and bridges being out of service. National Geographic Channel will visit August 21st-26th to do a feature about garfish. Ms. Luster also reported that she teaches basket-weaving at the Main Houma Branch Library from 10:00 AM-2:00 PM on Wednesdays.
 
Gwen Billiot – District 5: Ms. Gwen reported that she is working with Mr. Thomas to set up a joint district meeting to discuss emergency preparedness. Ms. Billiot is still doing outreach and networking in the Terrebonne community through Louisiana Spirit.
 
Thomas Dardar, Jr. – District 6: Mr. Thomas stated that he is developing a Facebook page for emergency preparedness in his district. Mr. Dardar will have a joint-community meeting with Ms. Gwen Billiot soon.  
 
April Guidry – District 8: Ms. April reported there is a school supply giveaway in her district today. Ms. Guidry hosts Parent Committee meetings on Wednesdays with the parents in her community. Ms. Guidry is plans to start monthly community meetings in her district.
 
Steve Williams – District 9: Mr. Steve stated that he just received his list of his constituents. Mr. Williams looks forward to contacting his community now that he has received this list.
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
·         Anyone needing assistance for unmet needs should contact Ms. Samantha Shaffstall, Case Manager at the UHN Relief Office, 985-537-8867. 
·         Ms. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project.  Program Manager for the How Safe How Soon project Seth Siegel’s last day was June 28th because of the project’s grant cycle ending.
·         The UHN has received funding from GNOF, Greater New Orleans Foundation. The grant funds are designated to assemble, interpret and disseminate relevant climatic, architectural and logistical information for community outreach. Information from “How Safe/How Soon?” will be used in these brochures. Anyone interested in being interviewed to be included in these brochures should contact the Relief Office at 985-537-8867.
  • The United Houma Nation still has funds from LA Disaster Recovery available for sewer treatment grants. Anyone interested in applying should call or visit the UHN Hurricane Relief Office at 985-537-8867.

  • Mr. Joshua Pitre, a tribal citizen, works for the House Committee on Natural Resources Office of Indian Affairs. Mr. Pitre stated that this Committee has jurisdiction over all the Indian bills. Mr. Pitre also stated the United Houma Nation should build a relationship with Congressman Charlie Melancon seeking his support for the United Houma Nation’s Federal Recognition efforts.
  • On August 5th, Ms. Brenda Dardar-Robichaux served on panel discussion with Ms. Beth Galante, Global Green New Orleans Director, called Katrina to Copenhagen. Ms. Brenda Dardar-Robichaux and Mr. Joshua Pitre met with Ms. Beth. Ms. Beth has worked with the UHN previously and once again has offered her assistance with the tribe’s federal recognition and environmental justice efforts.
  • After discussion it was decided the Federal Recognition working group will meet the first Thursday of every month at 6:00 PM rotating from the Raceland and Houma office. The first meeting will be at the Houma VocRehab office on September 3rd at 6:00 PM.

Mr. Thomas Dardar, Jr. motioned to reinstate Ms. Barbara Fitch, Ms. Beverly Billiot, Mr. Alvin Billiot, Mr. Edward Fitch, Jr., Ms. Naomi Guidry, and Mr. Sammy Verret, unanimous second, motion carries. Mr. Michael Hendon, a resident of California, sent in paperwork to be reinstated, but it was not notarized. Mr. Michael has asked that Mr. Curtis Hendon serve has his proxy to meet the requirements for reinstatement. Ms. Ashley Ortega and Ms. Brittany Ortega, residents of New Jersey, also sent in paperwork to be reinstated, but it was not notarized. Ms. Ashley and Ms. Brittany has asked that Mr. Curtis Hendon serve has their proxy to meet the requirements for reinstatement.        IV.      Public Comment
  • Ms. Pat Arnould asked if Nicholls State University had an American Indian student association and it was not to anyone’sknowledge. Ms. Pat Arnould asked about the two tribal citizens that participants of the last conference could invite to the next conference.
  • Mr. Curtis Hendon suggested the American Indian plates be advertised in the newspaper.
  • Ms. Anna Martin asked about getting a “United Houma Nation Proud Family” sign for her yard.
  • Ms. Katrina Billiot reported the Terrebonne Parish Project Venture group is doing well. Two Lafourche Parish students and two Terrebonne Parish students attended a Project Venture trip to New Mexico.

  • Ms. Narscine Aldridge stated that her son does not receive all the information Indian Education sends out or he receives it late.
  • A member of the Nation of Georgia inquired about the United Houma Nations Disaster Preparedness plans.
  • Ms. Pat Arnould stated that Mr. Joe Day and a few others recall fond memories of their previous visit and boat tour with Mr. Whitney Dardar. They will be returning to Louisiana and would like to spend time in the tribal communities again.
  • Ms. Lora Ann Chaisson requested to have the Tribal Council meeting agendas sent out with the minutes.

            The next Tribal Council Meeting is scheduled for Saturday, September 12th in Theriot, LA at the Bayou Dularge Baptist Church. The meeting will begin at 10:00 a.m.

        Principal Chief Brenda Dardar-Robichaux called the meeting to order at 10:02 a.m.

Resignation
        Todd Galle, representing District 7, sent in his letter of resignation. The District 7 seat is now vacant.
 
Reading and Approval of Minutes
        A motion was made by Ms. Lora Ann Chaisson to approve the March minutes, seconded by Ms. April Guidry, motion carries. February minutes were revised and available at the meeting.
 
Treasurer’s Report
A Finance Committee meeting was held April 9th. The minutes of the Finance Committee meeting were provided in the Tribal Council’s packets. The Finance Committee recommended the use of leadership support funds from Blue Moon to relocate the Old Store Relief Center. A motion was made by Ms. April Guidry to dedicate the funds with an agreement between the owners and the United Houma Nation, seconded by Ms. Laura Billiot, Mr. John Silver abstained, motion carries. The Finance Committee reviewed and adopted the March 2009 Financial Reports for all accounts at the Finance Committee meeting. A motion was made by Ms. Lora Ann Chaisson to accept all the financial reports for all the accounts, seconded by Ms. April Guidry, motion carries. The next financial meeting is scheduled for May 7th at the Houma office at 4:30 PM.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. Since the last Tribal Council meeting, the VocRehab program has held two outreach activities. On March 17th, there was a St. Patrick’s Day outreach in Marrero, and an Easter Egg Hunt was held in Montegut on April 4th with Ms. Lora Ann Chaisson, Tribal District Council Member for that area. The VocRehab program is working to have outreach events scheduled in the Lafitte, Golden Meadow, and Chalmette areas. On September 19th, VocRehab will host a Disability Awareness Powwow at the KC Home in Grand Caillou. Ms. Lanor Curole reported that VocRehab met with Mr. Michel Claudet to share the plans of the Powwow. The VocRehab program has received a new upgrade for the client database. The new improvements to the database will help provide more efficient reporting.
 
Ms. Hope Larios was present to give the Election committee report. Ms. Lora Ann Chaisson recommended that a mail out be sent to all the citizens in the District 7 community notifying them of the vacant seat on the Tribal Council. Ms. Lanor Curole reported that there are three interested candidates for District 7. A motion was made by Ms. Lora Ann Chaisson to recommend that the Election Committee send a mail out to District 7 and plan for a special election, seconded by Ms. April Guidry, motion carries.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. A draft of the ANA grant the Tribe applied for is provided in the Tribal Council’s packets. Ms. Brenda Dardar-Robichaux and Mr. John Silver attended the National Federation of Community Broadcasters, 34th Annual Community Radio Conference on April 1st – 4th in Portland, Oregon. Ms. Lanor Curole reported even if the tribe receives funds from ANA, more funds will be needed. Anyone interested in serving on the Advisory Board for the Radio Station is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Indian Education. The applications to apply for Indian Education grants are due at the end of April. There will be a Lafourche Parish Public Hearing and Parent Committee meeting on April 20th. Ms. Janie Luster reported that the number of American Indian students has dropped in Terrebonne Parish. Students without tribal roll numbers need to go through the process of enrollment to be counted.
 
The Enrollment Committee is in need of volunteers. There are approximately1400 citizens in the after-deadline file. The Enrollment Committee is placing phone calls to citizens, but many of the numbers have been disconnected. Letters requesting the required information for the enrollment process need to be sent to all citizens that cannot be reached by phone. The Enrollment Committee is also working on enrolling children. Follow-up letters need to be sent to inform citizens of their enrollment process status. Anyone interested in volunteering should contact the Golden Meadow Tribal Center, 985-475-6640.
 
Ms. Lora Ann Chaisson gave the Inter-Tribal Council report. Ms. Lora Ann reported that the ITC Elder’s Fest took place March 19th at the Coushatta reservation. There were 199 elders in attendance, with approximately 100 from United Houma Nation. Ms. Lora Ann reported that the Project Venture program hosted a camp in Grand Isle March 13th-15th for charter fishing. The summer youth program criteria has changed, the tribal citizens must be a senior not going to college that wants to go straight into the workforce and slots are limited.
 
Ms. Brenda Dardar-Robichaux reported on the youth activities of the United Houma Nation. The Youth Media Team is still conducting interviews throughout tribal communities. Once the radio station is functional, these interviews will be broadcast. Some of the work has been posted on the United Houma Nation website, www.unitedhoumanation.org. Anyone interested in being interviewed should contact the YMT by email, youth@unitedhoumation.org, or at the Relief Office, 985-537-8867. Funds were received from Global Fund for Children to host a leadership camp May 15th-17th for children 6th-12th grade. The location for the camp is to be announced. The camp is the same weekend as the Tunica-Biloxi Powwow, Ms. Brenda will contact Ms. Brenda Lintinger, Tunica Biloxi tribal council representative, about housing facilities.
 
Mr. Seth Siegel gave the Emergency Preparedness Committee report. An Emergency Preparedness meeting was held on March 26th. The committee discussed having Memorandum of Understandings (MOU) with other tribes for housing and transportation for emergency evacuation. Ms. Lora Ann Chaisson reported that Choctaw will sign the MOU with the United Houma Nation. Choctaw has seven communities that could house tribal citizens during evacuation. The next Emergency Preparedness meeting will be in sometime in May. The Tribe is meeting with all the Office of Emergency Preparedness (OEP) and parish leaders for all the tribal communities.
 
Mr. John Silver reported on the Dulac Community Center. Mr. Silver stated that the DCC is still working with United Methodist Church. The DCC is taking applications for anyone needing assistance in the Dulac area. The United Methodist Church has opened another office in Houma to serve other bayou communities.
 
Ms. Brenda Dardar-Robichaux reported on the New Orleans Jazz and Heritage Festival (NOJHF) which will take place on April 24th-26th and April 30th- May 3rd. Ms. Brenda Dardar-Robichaux and Ms. Lanor Curole will be attending a Food Vendor’s meeting on April 14th. Tribal Citizens will be volunteering to cook and do prep work before Jazz Fest at the Larose Civic Center on April 17th. The New Orleans Jazz and Heritage Festival Workshop will take place on April 27th at Ellender Memorial High School. On April 22nd, the Tribe will be setting up the booth at Jazz Fest. Anyone interested in volunteering for the NOJHF or attending the workshop, please submit your name as soon as possible.
 
Mrs. Brenda Dardar-Robichaux reported on the Grant Committee. The Relief Office has received funds to provide $1,000 grants to help towards repair or purchase of a new sewer treatment plant that has been damaged or lost due to the hurricanes. Eight applicants have been approved for this grant already. Anyone wanting a grant application can call Ms. Samantha Shaffstall at the Relief Office in Raceland, 985-537-8867.
 
Mr. Michael Dardar provided a report of the United Houma Nation men’s group retreat in all Tribal Council packets. The men’s group retreat took place in Raceland on March 28th. The report provided information about the activities that took place and upcoming events planned.
 
Ms. Brenda Dardar-Robichaux reported on the Paddle Bayou Lafourche 2009 that took place on March 28th at 5:00 PM. People from all over the United States and other countries took part in this annual environmental awareness event. Accommodations, food, and a UHN tribal presentation of drumming and dancing were held.
 
Ms. Lanor Curole and Mr. Seth Siegel had a meeting with the Office of Public Health on March 20th. They met with Al Russell, District Supervisor for Lafourche and Paul Landry, Regional Director of Public Health who are interested in working on projects with the Tribe. They discussed the development of a workgroup. Ms. Brenda Dardar-Robichaux, Mr. Seth Siegel, Ms. Bernadette Carriere, and Mr. John Silver had a follow-up meeting.   
 
On March 24th, Ms. Charlene Soares attended the Wage and Hour Seminar in Houma. Ms. Charlene reported that all the information she gathered will be shared with the Finance Committee.
 
On March 26th Ms. Lanor Curole, Mrs. Brenda Dardar-Robichaux, Ms. Louise Billiot and Mr. John Silver met with Michel Claudet at the Parish President’s Office. At the meeting, they discussed the levees being repaired and the parishes’ involvement in the upcoming UHN Disability Awareness Powwow. 
 
Students from UC Berkeley, Calvin College, and Jewish Funds for Justice have visited to volunteer in the Tribal communities throughout the month of March.
 
Ms. Brenda Dardar-Robichaux attended a Ms. Foundation Katrina Women’s Response Fund and Southern Strategy reception and dinner on March 30th. The Ms. Foundation is continuing to support the Tribe and wants to work on another project with the UHN.
 
Ms. Brenda Dardar-Robichaux provided a tour April 4th for Ms. Brenda Lintinger, Tunica-Biloxi, and a delegation from the Department of Agriculture and Farming. The tour started at the Raceland Relief Office and continued to Houma, Montegut, Isle de Jean Charles, and Point-aux-Chene. Ms. Lora Ann Chaisson reported that the Department of Agriculture and Farming are interested in funding a project for the fishermen of the United Houma Nation.
 
Ms. Brenda Dardar-Robichaux reported that she will be serving on a panel discussion at the Katrina to Copenhagen: Promoting a Fair Climate Agenda conference on April 17th. The information gathered from this discussion will be used in an International Treaty.
 
Phillip Hillaire, with National American Indian Housing Council, is seeking assistance in filling the following positions at the May 12th event being held in New Orleans:
·         Tribal Chief/ Leader to welcome our members at the Plenary Session
·         Color Guard Coordinator to handle the lineup of color posting
·         A drum group to bring in Colors
·         Invocation presenter
·         Convention Sponsorships

Mr. Kevin Billiot, with Inter-Tribal Council, asked Ms. Lanor Curole to serve on a Census Advisory Board to prepare for the 2010 Census. Ms. Lanor Curole asked for other appointees to serve on this board. Ms. Laura Billiot nominated Ms. Lora Ann Chaisson to serve.
 
Ms. Brenda Dardar-Robichaux reported that over the years, the UHN has grown in the number of services being provided and activities being held. With that growth has come the need for more community involvement. Ms. Brenda stated that a community conference is being planned. Ms. Brenda asked the council to identify five citizens in their communities that want to be involved in the Tribe, to continue with all the programs and activities.
 
District Reports:
Albert Solet – District 1: Mr. Albert Solet reported that he would like to get more of his community citizens involved with Tribal activities and find out the needs of his community.
 
Lora Ann Chaisson – District 2: Ms. Lora Ann Chaisson reported that she attended a Parish Council meeting. Ms. Lora Ann stated that if tribal citizens have an issue, citizens should attend the meetings to voice their opinions. Ms. Lora Ann reported on the Annual Easter Egg Hunt held in her community on April 4th. Ms. Lora Ann inquired about the building materials for and repairs to the Montegut Tribal Center. Progress is at a stand still at this time; no materials have been delivered and labor is unavailable.
 
Janie Luster – District 3: Ms. Janie Luster reported that she has some concerns in her community. A state bridge at Falgout canal needs to be replaced, but the state is not planning to replace it. Ms. Janie asked that the Tribe send in a letter asking that the bridge stay in the community. Another concern is the pump on Brady Road has been removed due to legal issues. All the wind has brought the water into the community and caused flooding. Ms. Janie said she would like to do a petition or a class-action suit. Ms. Janie asked that the Tribal Council provide a letter of support. The Tribal Council suggested that she gather her community to attend a Parish Council meeting and the tribal council representative will attend as well. Ms. Janie Luster reported that a July celebration at the old Indian school is being planned.
 
John Silver – District 4: Mr. John Silver reported that a Mardi Gras celebration was held in conjunction with VocRehab in February. Citizens were able to voice their concerns and hear recommendations. Mr. John Silver stated that he has met with Mr. Michel Claudet about the Community Block Grant that Terrebonne Parish is receiving. Mr. Silver asked Mr. Claudet to remember to include tribal citizens on committees and boards in the future. Mr. Silver stated that he is still selling United Houma Nation lapel pins for $8.00 for the scholarship and building fund.
 
April Guidry – District 8: Ms. April Guidry reported that she is anxious to get her community involved in Tribal activities.
 
Laura Billiot – District 10: Ms. Laura reported that a joint-community meeting with District 11 is being planned. Ms. Laura reported that she has been assisting in the prep work for the fund raising food both at the New Orleans Jazz & Heritage Festival.
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
  • Ms. Samantha Shaffstall, Case Manager of the United Houma Nation Relief Office, provided a report in all Tribal Council packets. The report provided an update on all her cases. Ms. Lora Ann Chaisson expressed concern that some tribal citizens were not fully informed of the guidelines for the LA Lift Home. Ms. Brenda Dardar-Robichaux stated that the United Houma Nation has no control over who is approved for assistance from outside programs. Mr. John Silver and Ms. Laura Billiot reported on another program in which there was confusion with helping tribal citizens. 
  • Mrs. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project. The How Safe/How Soon project has interviewed Tribal citizens to find out the changes in the communities and what the Tribe sees as future challenges. How Safe/How Soon and the United Houma Nation will be holding a community meeting April 16th from 5:00-8:00 PM in Raceland. Flyers were available with more information. Mr. Seth Siegel, Project Manager for “How Safe/How Soon”, suggested having Tulane involved in attending the Parish Council meeting about the issues in Ms. Janie Luster’s community.
  • Lowes Lumber Co contacted the UHN to offer assistance in repairing the Montegut Tribal Center after Hurricanes Gustav and Ike. After reviewing the extent of the damage, Lowe’s suggested that the Tribe apply for a grant through their website. The estimated materials list for the repairs to the Montegut building is $20,000.
  • The tribe is required to report to NeighborWorks America for the programs funded through the grant received. Ms. Charlene Soares needs all events and activities the tribe has participated in from October 2008 to March 2009. A form was sent to all Tribal Council and Staff to be filled out as soon as possible, the report is due April 15th.
 
          II.      Federal Recognition
  • Ms. Brenda Dardar-Robichaux has been in contact with Dr. Jack Campasi who is assisting with the tribe’s federal recognition efforts. Dr. Campasi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. Ms. Brenda Dardar-Robichaux reported that all folders on all tribal citizens at the Tribal Center should be up-to-date. It was suggested that a list of what is missing in the tribal citizens folders be sent to the Tribal Council so they can work on reaching out to their communities.
 
       III.      Membership Reinstatement
  • Ms. Talaya Smith was present with necessary paperwork to be reinstated. A motion was made by Mr. John Silver to reinstate Ms. Talaya Smith, seconded by Ms. Lora Ann Chaisson, motion carries.
  • A suggestion was made to possibly ask for identification, i.e. birth certificates, to submit with the reinstatement application to efficiently identify tribal citizens with like names.
 
       IV.      Public Comment
  • Mr. Todd Joseph Williams reported that he would like to volunteer for Jazz Fest.
  • Mr. Leroy Foret asked about the enrollment process. Ms. Brenda Dardar-Robichaux stated he must fill out an enrollment application and return it to the Golden Meadow Tribal Center.
  • Mr. Bryant Billiot announced a picnic celebration on April 18th at 10:00 AM at Pavilion 7. There is an admission cost of $1.00 per person. The event is pot-luck. Last year there were 100 people in attendance. He is also planning to hold an event for Plaquemines Parish. Mr. Bryant Billiot asked that the Census Advisory Board meet in Jefferson to inform citizens in the area about Census 2010. Mr. Billiot also stated that he is in the business of doing art, carving, and pottery. Mr. Billiot stated he can raffle off his art at any Tribal event.
  • Mr. Paul Solet inquired about the reinstatement process. Ms. Brenda Dardar-Robichaux stated that tribal citizens who previously resigned and went to other groups must fill out the necessary paperwork and attend a Tribal Council meeting.
  • Ms. Lora Ann Chaisson asked if a child needs a tribal roll number to qualify for Indian Education. Ms. Janie Luster stated that the children are eligible with their parents or grandparents tribal roll number.
  • Ms. Melanie Billiot requested assistance on how to contact tribal citizens for updated information. It was stated that all Tribal Council representatives have a list of their constituents but it is not to be shared because of confidentiality.
  • Mr. Bryant Billiot inquired about the cost of the youth leadership camp and transportation. Ms. Brenda stated that there is no cost to attend the camp and once applications are received transportation details will be worked out.

Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. The VocRehab program will be hosting a Disability Awareness Powwow September 19th at the KC Home in Grand Caillou. The flyers for this event were provided in the Tribal Council packets and to the audience. The next Powwow committee meeting will be held July 16th at 9:30 at the VocRehab office. The VocRehab program is entering its final quarter of the fiscal year. At this point, VocRehab is at 78% of reaching their goal of people having employment plans. The program is estimating six closures and that is 40% of their goal. Eighteen of their active clients are attending school or in training, which is 31%. Twenty-one of the clients are transitioning students who are mostly16-23 years old getting out of high school which is 36% of the caseload. In addition to the Powwow, a one-day disability conference is being organized for August 4th at the Quality Inn in Houma. The program is looking for an incentive for citizens to attend this conference and has asked for suggestions. The program is arranging peer training for technical assistance with Dick Corbert who is based out of Washington state and he will visit a second time for an evaluation. The program is also inviting staff from three Tribal programs to interact with the VocRehab staff. VocRehab program is also looking to create a wellness program to help citizens set goals and be ready for employment. The program is going to work with a provider to help with this wellness program. Another community needs assessment will be sent out soon.
 
The Election Committee Public Notice was provided in all packets. The Election Committee called for a Special Election to fill the vacancy for District 7. Qualifying packets can be picked up at the Golden Meadow Tribal Center, 20986 Hwy. 1 Golden Meadow, LA 70357. All qualifying packets are physically due at the Golden Meadow Tribal Center by Friday, July 24th, 2009 at 4:00 PM, Central Time. If more than one candidate qualifies for the seat, elections will take place on Saturday, September 26, 2009.

ANA has requested minor changes and clarification for a few things on the application. A tribal citizen with radio broadcasting experience is interested in becoming program manager for KUHN. The Tribe is also looking at internet streaming with the radio as well. Anyone interested in serving on the Advisory Board for the Radio Station is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Indian Education. The Leadership Camp for grades 6th-12th was held at Bayou Segnette on July 6th-9th. The next camp will be held on July 20th-24th for grades Pre-K-5th at Larose Cut Off Middle School.
 
A report from the Enrollment Committee was provided in all packets. The Enrollment Committee met to review new applications in accordance with the Constitution and discuss Enrollment Ordinance Section 5 (j) and Section 8 (a) (3). Nine new applicants have been approved for enrollment and two new applicants were approved pending copies of birth certificates. The Tribal Council decided to meet after July 13th to discuss the issue with the Enrollment Ordinance Sections. The Enrollment Committee asked if they can start processing and issuing roll numbers to the applicants that meet all the requirements (about 100). A motion was made by Mr. Thomas Dardar to allow the Enrollment Committee to issue roll numbers to citizens who meet all the requirements, seconded by Ms. Gwen Billiot, motion carries. A substitute motion was made by Mr. John Silver to allow the Enrollment Committee to issue roll numbers to only the 100 applicants that are ready to be processed, not all the applicants, seconded by Mr. Thomas Dardar, motion carries. After discussions, all motions were withdrawn. All motions were tabled pending more information. The enrollment committee will provide the exact number of eligible applicants as well as their age and the length of time their file has been pending.
 
The Tribal Council requested that the Enrollment Committee gather more information to present to the Tribal Council before next Tribal Council meeting. The next Enrollment Committee meeting is scheduled for October 9th, 2009.
 
Ms. Brenda Dardar-Robichaux reported on the youth activities of the United Houma Nation. Through funds provided by Global Fund for Children, the United Houma Nation hosted a leadership camp May 15th-17th for youth 6th-12th grade in Marksville, LA at the Tunica-Biloxi Powwow. Thirty students and fourteen adults attended. Bayou Eagles, the dance group from Terrebonne Parish, have been meeting to work on regalia. On July 10th, the group participated in the Kateri Mass. The United Houma Nation was able to assist the Bayou Eagles with funds to purchase fabric for regalia. The Youth Media Team is still conducting interviews throughout tribal communities. Once the radio station is functional, these interviews will be broadcast. Some of the work has been posted on the United Houma Nation website, www.unitedhoumanation.org. Anyone interested in being interviewed should contact the YMT by email, youth@unitedhoumanation.org, or at the Relief Office, 985-537-8867.
 
On May 16th, the Tunica-Biloxi Council hosted a ceremony honoring Earl Barbery. The event took place at the Tunica-Biloxi Cultural Resource Center on the Tunica-Biloxi Reservation. Ms. Brenda Dardar-Robichaux and Ms. Laura Billiot attended.
 
Mr. Thomas Dardar gave the Emergency Preparedness Committee report. The Tribe has met with Office of Emergency Preparedness (OEP) and parish leaders for all the tribal communities to gain as much information as possible. Members of the Emergency Preparedness Committee have attended various meetings to attain certifications for Emergency Preparedness. A plan is set for evacuation and the Emergency Preparedness Handbook is still being developed. The Tribe has purchased four radios that will be used during an emergency. The Tribe will have its own channel to communicate through these radios. The Committee has also been working with other Tribes to set up MOUs in the event that the Tribe needs to evacuate. Re-entry badges can only be acquired by emergency responders, infrastructure businesses, and utility and hospital workers.
 
Mr. John Silver reported on the Dulac Community Center. Mr. Silver stated the DCC is still working to help citizens rebuild and recover. Ms. Mary Billiot, a former employee of the UHN Relief Office, is now the acting director at the Dulac Community Center while Jamie Billiot is on maternity leave.
 
The United Houma Nation still has funds available for sewer treatment grants and fisherman grants. Anyone interested in applying should call or visit the UHN Hurricane Relief Office at 985-537-8867.
 
National American Indian Housing Council hosted a conference on May 12th-14th in New Orleans. Ms Brenda assisted NAIHC with the planning, Mr. Mark Ford was the Keynote Speaker for the banquet, Mr. Kirby Verret gave one of the invocations, and Ms. Janie Luster displayed some of her art.
 
The United Houma Nation has received a grant from the Greater New Orleans Foundation designated to assemble, interpret and disseminate relevant climatic, architectural and logistical information for community outreach.
 
Calvin College visited the Tribal Communities on May 31st-June 3rd to volunteer and learn more about the United Houma Nation.
 
Ms. Brenda Dardar-Robichaux serves on the Second Harvest Board. Second Harvest is interested in working with tribal communities to provide assistance. On June 2nd, the Second Harvest Board hosted an Orientation where they package food for donations. Ms. Brenda is interested in inviting youth to volunteer with Second Harvest.
 
Ms. Brenda Dardar-Robichaux along with staff and community representatives from the “How Safe, How Soon?” Project attended the Association of State Floodplain Managers (ASFPM) 33rd Annual National Conference on June 8th-10th in Orlando, FL. She was able to share the plight of the United Houma Nation with local, state and national representatives.
 
 Over the last few weeks, several visitors have come to the United Houma Nation interested in learning and sharing our story. (Look at the audition paper for the proper name) visited on June 17th and is interested in making a fictional movie of Isle de Jean Charles. A reporter from the Washington Post conducted interviews with tribal fishermen on June 22nd and June 23rd. On June 24th, two visitors from Ecuador met with Ms. Brenda for an international exchange.
 
Ms. Brenda Dardar-Robichaux serves on the Gulf Coast Fund Advisory Board. Ms. Brenda reported that the Dulac community center has applied for a grant through GCF. The Gulf Coast Advisory Board is looking for new member nominations for this board. Anyone interested in serving on this board should contact Ms. Brenda to submit his/her name for the board.
 
The United Houma Nation will be hosting a Community Development Conference July 12th-14th at the Paragon Casino and Resort in Marksville, LA. Sixty-seventy tribal citizens have signed up to attend. This conference is funded by NeighborWorks America and Louisiana Disaster Recovery Fund.
 
Alaska Federation of Natives, National Congress of American Indians, and the Council for Native Hawaiian Advancement has launched a writing competition called “Thoughts on Recession, Recovery & Opportunity”. The deadline to enter this competition is September 15th, 2009. An email about the competition was available to the Tribal Council and audience.
 
District Reports:
Albert Solet – District 1: Mr. Albert reported that a community meeting was held June 20th in his district. Ms. Samantha Shaffstall attended this meeting to speak about emergency preparedness.
 
John Silver – District 4: Mr. John apologized for not being able to host a Finance Committee meeting to discuss fundraiser ideas since the last Tribal Council meeting. Mr. John reported that he had a district meeting in February, and he plans to have another one to discuss emergency preparedness soon. Mr. John reported that United Houma Nation lapel pins are still being sold for $8 to support the building and scholarship fund.
 
Gwen Billiot – District 5: Ms. Gwen reported that she is still doing outreach and networking in the Terrebonne community through Louisiana Spirit and the Dulac Community Center. Ms. Gwen is also in the process of scheduling a community meeting. Ms. Gwen is working with Mr. Thomas to set up a joint district meeting to discuss emergency preparedness.
 
Thomas Dardar, Jr. – District 6: Mr. Thomas stated that he is planning a joint community meeting with Ms. Gwen Billiot. He has been working with Ms. Samantha Shaffstall to go to different tribal communities to speak about emergency preparedness.  
 
April Guidry – District 8: Ms. April reported that there will be a district community meeting on July 15th in Marrero at 11:00 AM. Ms. April also helped out with the children’s camp June 8th-12th.
 
Michael Dardar – District 11: Mr. Michael stated that a joint community meeting with Ms. Laura’s district was held June 12th. Ms. Samantha Shaffstall and Mr. Thomas Dardar attended to discuss emergency preparedness. Mr. Michael and Ms. Laura will try to have community meetings every other month and rotate the locations.
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
  • Ms. Samantha Shaffstall, Case Manager of the United Houma Nation Relief Office, provided a report in all Tribal Council packets. The report provided an update on all her cases and meetings she has attended since last Tribal Council meeting.                                                                                                                                                                      Anyone needing assistance for any unmet needs should contact Ms. Samantha Shaffstall at the UHN Relief Office, 985-537-8867. 
·         Ms. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project. Mr. Seth Siegel’s, Program Manager, last day was June 28th.
·         Ms. Charlene Soares attended the LDRF, Louisiana Disaster Recovery Fund convening on May 29th. LDRF has supported the Tribe since Katrina and Rita and continues to provide funding through grants. At the convening, discussions took place on the progress of the Tribe with the funds received.
 
          II.      Federal Recognition
  • Recently, the Tribe has sent Mr. Jack Campisi packets of information regarding the Tribe’s federal recognition. Dr. Campasi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. A copy of the grants the Tribe has received from foundations is also needed. These databases have been sent to Dr. Campisi to be reviewed. Ms. Brenda Dardar-Robichaux reported that folders on all tribal citizens at the Golden Meadow Tribal Center should be up-to-date with the information that has been provided.
  • Mr. Michael Dardar reported on the Houma-French Language effort. A well respected linguist, Nick Faraclas, came from Puerto Rico to help with analyzing the Houma language last year. Mr. Faraclas visited again June 6th-22nd. Mr. Nick reviewed all the digitized oral history tapes.
 
       III.      Membership Reinstatement
  • Mr. Nolan Brunet was present with necessary paperwork to be reinstated. A motion was made by Mr. Michael Dardar to reinstate Mr. Brunet, seconded by Mr. Thomas Dardar, motion carries.
  • It was suggested that a committee be formed to go through all the reinstatement applications and resignation letters for review. This issue will be discussed at a later time.
 
       IV.      Public Comment

New Business:
             I.      Shawna Rubion, Medicaid Office
·         Ms. Shawna Rubion, representative from Medicaid, was present to speak about the programs Medicaid offers. Ms. Rubion provided LaChip bags with information and promotion items. The Medicaid office wants to have a back to school supply give-away at the VocRehab office in Marrero for the United Houma Nation children.
 
          II.      Public Comment
  • Ms. Lanor Curole stated that she was developing a tribal email distribution list, but because of the recent computer problems, has lost the names. Lanor requested names and email addresses to be included in her new data base.
  • Ms. Lanor Curole, Ms. Louise Billiot, and Mr. John Silver met with representatives from University of Arizona. They are interested in conducting interviews with tribal citizens who work in the oil industry to include in their research projects.
  • Mr. Thomas reported that on August 20th there will be a meeting at the Terrebonne Parish Public Library, second floor, at 8:30AM for special community-based agencies.
  • Ms. Gwen Billiot reported that the Lion’s Club will be hosting a fundraiser for childrenwith disabilities on August 7th from 7:00-11:00 at the Evergreen Cajun Center.
  • Mr. John Silver reported that a school district in West Louisiana turned down monies to conduct a school leadership program. Mr. Silver will help with composing a proposal to gain the monies that are available.

            The next Tribal Council Meeting is scheduled for Saturday, August 8th in Kenner, LA at the Cottage at Rivertown. The meeting will begin at 10:00 a.m.

Call to Order
        Principal Chief Brenda Dardar-Robichaux called the meeting to order at 10:10 a.m.

Reading and Approval of Minutes
        A motion was made by Mr. Thomas Dardar to approve the February minutes, seconded by Ms. Lora Ann Chaisson, motion carries.
 
Treasurer’s Report
A Finance Committee meeting was held March 12th. Mr. John Silver, Treasurer, was not present at the Tribal Council meeting, but the minutes of the Finance Committee meeting were provided to the Tribal Council. There were a few corrections on the minutes, so it was recommended that the minutes go to the Finance committee for approval, before they are sent out. A resolution for the Tribal Council’s review was provided in the Tribal Council’s packets about the Scholarship and Building Fund. A motion was made by Mr. Thomas Dardar to accept this resolution, seconded by Ms. Gwen Billiot, motion carries. The Finance Committee reviewed Income/Expenditures in relation to the 2009 Budget for all accounts and adopted the February 2009 Financial Reports for all accounts at the Finance Committee meeting. A motion was made by Ms. Lora Ann Chaisson to accept all the financial reports for all the accounts, seconded by Mr. Michael Dardar, motion carries.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works to provide employment for tribal citizens with disabilities. On September 19th, the VocRehab program will host a Disability Awareness Powwow that will provide disability information, at the KC Home. A Powwow meeting was held February 18th to finalize the plans for this event. The next Powwow meeting will be held on March 16th in Houma. On February 18th, the VocRehab program held a Mardi Gras Family Fun Evening at the KC Home on Shrimpers Row. On March 17th, there will be a St. Patrick’s Day outreach in Marrero. The VocRehab program is also working with Ms. Lora Ann Chaisson for the Easter Egg Hunt held in the Montegut area on April 4th. The VocRehab program is working to have an outreach event in the Lafitte area as well. On March 20th, the program had an Employer Open House scheduled, but it is being rescheduled to a later date.
 
Ms. Brenda Dardar-Robichaux gave the Election committee report. A special election will be held June 13th for the vacant districts 1, 8, and 9. The qualifying period for this election will be March 1st-March 31st. Election packets may be obtained at the Golden Meadow Tribal Center.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit. The Tribe has selected KUHN as the call letters. The Chauvin construction permit is still pending. The Radio Committee has met with one engineer and plans to meet with another for a second opinion on March 17th. The Radio Committee is researching Wi-Fi streaming before the towers are established. The Tribe will apply for an ANA grant that has a deadline of March 25th. Ms. Brenda Dardar-Robichaux will be attending the NFCB, National Federation of Community Broadcasters, 34th Annual Community Radio Conference on April 1st -April 4th in Portland, Oregon. Ms. Lanor Curole provided an estimate from the first engineer of equipment needed.
 
Ms. Brenda Dardar-Robichaux gave the Indian Education report. Ms. Brenda asked if anyone had any contacts to the school systems in the St. Mary and Plaquemines areas to receive the information needed to write the Indian Education grant. It is too late to apply for the next school year, but the Tribe can start working on it now for the next year.
 
Ms. Lora Ann Chaisson gave the Inter-Tribal Council report. Ms. Lora Ann reported that the ITC Elder’s Fest is scheduled for March 19th at the Coushatta reservation. Ninety-three of the elders in attendance are from Terrebonne and about sixty are from Lafourche. Ms. Lora Ann reported that the Project Venture program is hosting a camp in Grand Isle March 13th-15th. The ITC National Conference will be in May in Sacramento, CA.   
Ms. Brenda Dardar-Robichaux reported on the youth activities of the United Houma Nation. Ms. Dana Solet is compiling a list of people to be interviewed that were treated by Traiteurs.
 
Mr. Thomas Dardar gave the Emergency Preparedness Committee report. The next Emergency Preparedness meeting will be March 26th at the VocRehab office in Houma at 5:30 PM. The committee is working with Ms. Samantha Shaffstall, Case Manager, to develop an Emergency Preparedness Handbook. The committee is also working on developing an evacuation system for United Houma Nation tribal citizens during emergencies. The use of buses to evacuate UHN citizens was discussed. Ms. Brenda Dardar-Robichaux stated that the Tribe wants to meet with all the OEP offices and parish leaders for all the Tribal communities.
 
Ms. Jamie Billiot was not present at the meeting, but provided the Dulac Community Center report to Ms. Brenda Dardar-Robichaux. Ms. Brenda shared the report and stressed that a janitorial position is open at the DCC. The position is part-time with 25 hours per week at $7.55 per hour.
 
Ms. Brenda Dardar-Robichaux reported on the New Orleans Jazz and Heritage Festival. A few Tribal citizens will be conducting food demonstrations as well as traditional basket-weaving demonstrations. The New Orleans Jazz and Heritage Festival will take place on April 24th-26th and April 30th- May 3rd. If you are interested in volunteering for the NOJHF, please contact Ms. Lanor Curole.
 
A Grant Committee meeting was held on March 13th. The Relief Office has received funds to provide $1,000 grants to help with the repair or purchase of a new sewer treatment that has been damaged or lost due to the hurricanes. At the meeting, the committee reviewed the applications received. Six tribal citizens were approved for the sewer treatment grant. Anyone wanting a grant application can call Ms. Samantha Shaffstall at the Relief Office in Raceland, 985-537-8867. The committee also reviewed all the grant funds received from foundations.
 
Ms. Brenda Dardar-Robichaux was invited to serve on the Second Harvest Board. The first meeting was held on March 4th. Second Harvesters is interested is reaching out to Tribal communities.
 
Tulane University will be hosting a field trip April 1st-4th. Tulane has requested that the Tribe provide them with a traditional meal on one of the days they will be visiting. Mrs. Brenda Dardar-Robichaux asked for recommendations from the Tribal Council for a restaurant that they could visit.
 
A letter and proposal from Jamie Folse was provided in the Tribal Council’s packet. Ms. Jamie Folse requested an interview with a Tribal Council representative. Mr. Michael Dardar suggested Ms. Folse contact Bruce Duthu. Ms. Lora Ann stated she has the contact information for Bruce Duthu at the Houma office.
 
Mr. Kevin Fitzwilliam, of DeLaSalle High School, has requested a speaker for his environmental class. Contact information for Mr. Fitzwilliam was provided in the Tribal Council’s packets. Ms. Jamie Billiot has also requested sometime to speak for a volunteer group on March 27th. Anyone interested was informed to contact Ms. Billiot. At Armstrong Park, there will be a multicultural day on April 4th. The program director has requested a demonstration with or to provide activities for the youth. UHN youth was invited to attend as well. 
 
Ms. Gwen Billiot reported on the soccer day camp held in Dulac. Oglethorpe University of Atlanta conducted the camp and 60-70 children were in attendance. A great time was had by all with everyone looking forward to a return visit.
 
On March 26th Ms. Brenda Dardar-Robichaux and Mr. John Silver will be arrested to raise funds for the MDA, Muscular Dystrophy Association.
 
Mr. Michael Dardar reported on the United Houma Nation men’s group retreat scheduled for March 28th at Ms. Brenda Dardar-Robichaux’s home in Raceland. Flyers were available at the meeting with information about the retreat. 
 
Ms. Brenda Dardar-Robichaux reported on the Paddle Bayou Lafourche 2009 following the UHN men’s group retreat on March 28th at 5:00 PM. Evening entertainment includes: traditional dinner and Inter-Tribal dancing and drumming. Houma artists have been invited to demonstrate and sell Houma Indian Art.
 
On March 24th, Ms. Brenda Dardar-Robichaux and Ms. Charlene Soares will be attending the Wage and Hour Seminar in Houma.
 
On March 26th Mr. Michel Claudet will be hosting a meeting with Ms. Lanor Curole, Mrs. Brenda Dardar-Robichaux, and Mr. John Silver at the Parish President’s Office to discuss the upcoming UHN Voc Rehab Powwow and the stimulus plan, directing the funds where they are needed.
 
 
District Reports:
Lora Ann Chaisson – District 2: Ms. Lora Ann reported that she has been working on the Elderly Festival. Ms. Lora Ann reported that she would be teaching basket-weaving classes for people interested in her community.
 
Gwen Billiot – District 5: Ms. Gwen Billiot reported that she was working on the soccer camp and now she is helping Ms. Lora Ann Chaisson with the Montegut Community Easter Event.
 
Thomas Dardar – District 6: Mr. Thomas Dardar reported that he has been in contact with EPA. They plan to have a meeting May 5th-8th at the Houma Main Branch Library.
 
Michael Dardar – District 11: Mr. Michael Dardar reported that the joint-community meeting between Districts 10 and 11 has been rescheduled. Mr. Michael Dardar reported he would be attending a conference in Alaska on climate change and how it affects indigenous nations. Mr. Michael Dardar provided scholarship information from Bacone College for non-federally recognized tribes.
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
  • At the Old Store, 1,017 households were served which represents 3,341 tribal citizens. Ms. Samantha Shaffstall, case manager for the Relief office, is available to assist all tribal citizens in need. Anyone in need of her services should contact the Relief office at (985) 537-8867. Currently, she is working with 101 cases of which 51 are currently active. Forty-six cases are in need of follow-up. Five tribal citizens have been recommended for the Life Home program and three have been approved. Five tribal citizens have been recommended for the LFRC Roof program and four were approved. Nine tribal citizens are in the process to be recommended for the lift or ramp BARR program. Four tribal citizens need attorney advisory for FEMA appeals and problems. Thirteen tribal citizens are in the process to be recommended for the LFRC Roof program. Eight tribal citizens are in the process of being recommended to TRAC for mobile home repair. Seven tribal citizens are uncategorized for unmet needs. Six tribal citizens were approved for the sewer treatment grant. Currently, they are approximately three new cases per week.
  • Part of the technical assistance grant from How Safe, How Soon? involves conducting interviews to be used in UHN multi-media coverage. Anyone interested in being interviewed on March 17h, 19th, 20th, or 22nd should contact Mrs. Brenda Dardar-Robichaux.
  • Lowe’s has reached out and agreed to repair the Montegut Tribal Center. Follow-up is needed. The Montegut Center is the only building the Tribe owns and if repaired, would be a great asset to the Tribe for community activities and to house volunteer groups. 
  • Jewish Funds for Justice has been sending youth groups into the communities for volunteer projects. Ms. Brenda has met with the groups providing presentations on Houma history and current events.
  • Reporter Dave McNamara is producing a story on coastal erosion that will air sometime this month. Ms. Brenda Dardar-Robichaux and Mr. Curtis Hendon were interviewed for the piece which will contain footage of Isle de Jean Charles.
  • Representative from Entergy Foundation toured tribal communities on March 2nd in order to learn more about the UHN and the challenges we face. They brought goods to the Old Store Relief Center and shared their upcoming grant cycles so the Tribe could apply for funding.
 
          II.      Federal Recognition
  • Ms. Brenda Dardar-Robichaux has been in contact with Dr. Jack Campasi who is assisting with the tribe’s federal recognition efforts. Dr. Campasi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Data bases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed.

       IV.      Public Comment
  • Mr. John Elliot stated he would like more information on Ms. Lora Ann Chaisson’s basket-weaving classes because he is interested in learning.
  • Mr. Albert Solet inquired about the Indian Education grants and services. Ms Brenda explained that Title VII, Indian Education provides services to children in grades K-12th. For college students, the Governor’s Office of Indian Affairs offers the American Indian license plate scholarship. ITC also offers scholarships from funds they have received from the federally recognized tribes. The Tribal Council and Staff also have developed a UHN scholarship fund to award to UHN students. Mrs. Brenda recently learned of a Dillard University scholarship for American Indian students.Ms. Lora Ann Chaisson stated that Inter-Tribal Council could assist qualified individuals who are attending Vocational training. Ms. Lanor Curole stated that the Voc Rehab program could assist qualified individuals with school tuition.
  • Mr. Paul Solet inquired about the tribe’s enrollment process. Currently, he is not enrolled and wants his children and grandchildren to be enrolled. Children five and under can still receive their enrollment number. Enrollment applications for tribal citizens after five years of age are put into the after-deadline file and do not receive a roll number. The Enrollment Committee is currently processing enrollment applications of elders who do not have an enrollment number. The Enrollment Committee needs to meet to review the applications received and to send out the follow-up letters to the applicants about their enrollment status. Mr. Thomas Dardar stated he shared in Mr. Solet’s frustration with the present enrollment process. Ms Lanor Curole stated she would check with the Enrollment Committee on the follow up letters. 
 
New Business:
             I.      KUHN ANA Grant Proposal Approval – Lanor Curole
· Provided in the Tribal Council’s packets was a draft of the ANA Grant Proposal. The radio station will provide many opportunities for the tribe to reach tribal citizens throughout emergencies, to conduct language classes, or to broadcast the Tribal Council meetings. The focus of this grant is to hire one staff, potentially two, after the equipment costs are determined. During the first year, the focus will be on training, setting up a studio, compiling a volunteer crew, developing a fundraising campaign, and provide streaming off the Internet. The second year will focus on retrieving the tower, more fundraising, and trying a weekly broadcast. By year three, the goal is to broadcast daily. Job descriptions will be advertised for the positions that will be available. A motion was made by Mr. Michael Dardar to accept the resolution to approve the “KUHN & Tribal Communications Project” for submission to the Administrations for Native Americans resolution, seconded by Mr. Thomas Dardar, motion carries.
 
          II.      Tribal Health Care Initiatives – Lanor
· Ms. Lanor Curole and Mr. Seth Siegel met with Office of Public Health on February 19th to discuss potential funding and collaborations. A work group needs to be formed to work with OEP. Mr. Thomas Dardar, Mr. Seth Siegel, Mrs. Brenda Dardar-Robichaux, and Ms. Gwen Billiot were nominated for this work group. Mr. Jason Pitre, who was not present, was nominated and will be asked to serve with this work group. A motion was made by Mr. Michael Dardar to accept the nominations, seconded by Ms. Gwen Billiot, motion carries.
 
       III.      Upcoming Events
· Mr. Thomas Dardar stated that there would be a Powwow in Chicago, IL on October 2nd-4th. He brought to the Council’s attention his concern with the name of the Powwow, The Golden Harvest Powwow of the United Houma Nation. A motion was made by Ms. Lora Ann Chaisson to ask them to change the name to The Golden Harvest Powwow celebrating the United Houma Nation, seconded by Mr. Michael Dardar, motion carries.
· Mr. Thomas Dardar stated that LIHA would be hosting another Powwow.
       IV.      Public Comment
  • Mr. Thomas Dardar stated that Mrs. Brenda Dardar-Robichaux was in the Tri-Parish times speaking about KUHN.
  • Ms. Lanor Curole stated that the VocRehab office is in the process of organizing a Tribal softball tournament in the South Lafourche area for the ages of 16 and older.
  • Ms. Lora Ann requested the statistics from the Old Store Relief Center broken down by communities for next Tribal Council meeting. Ms Brenda explained that the information was not entered into the computer database. Amy, relief store employee is currently entering the information and will have it complete before the next tribal council meeting.
  • Ms. Lora Ann Chaisson announced that Terrebonne and Lafourche parish has the lowest unemployment rates in the nation.
  • Ms. Lanor Curole stated she has voter registration applications for anyone interested in registering to vote.
 
Set Date, Place and Time for Next Meeting
            The next Tribal Council Meeting is scheduled for Saturday, April 11th in Marrero, LA at the Marrero VocRehab office. The meeting will begin at 10:00 a.m.

Reading and Approval of Minutes

Treasurer’s Report
A Finance Committee meeting was held May 7th. The Finance Committee reviewed and adopted the April 2009 Financial Reports for all accounts at the Finance Committee meeting. The committee also discussed the insurance plan that the Tribe will adopt. A motion was made by Mr. Thomas Dardar, Jr. to accept all the financial reports for all the accounts, seconded by Ms. Lora Ann Chaisson, motion carries. The committee discussed how the scholarship funds will be distributed for next school year. The next financial meeting is scheduled for July 9th at the Raceland office at 4:30 PM.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. The VocRehab program is now over halfway through its fiscal year. The program needs to have at least sixty-eight people written for employment by December and they currently have fifty-eight. The program currently has twenty-nine new applications on file. The VocRehab program is working to have outreach events scheduled in the Golden Meadow, Lafitte, and St. Bernard. On September 19th, VocRehab will host a Disability Awareness Powwow at the KC Home in Grand Caillou.
 
Ms. Hope Larios was present to give the Election committee report. The District 7 seat is still vacant. The deadline to qualify for this position is June 19th. If more than one applicant qualifies, a special election will be held on August 23rd.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. The Tribe has applied for a grant through ANA to assist with the funding for the radio station. Kurt Cheramie, a tribal citizen with radio broadcasting experience, is interested in helping the Tribe with the radio station. The Tribe is also looking at internet streaming with the radio as well. Anyone interested in serving on the Advisory Board for the Radio Station is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Indian Education. Lafourche Parish Indian Education has received the Indian Education grant for the upcoming year and there was an increase. The Leadership Camp for grades 6th-12th will be held at Bayou Segnette on July 6th-9th and the camp for grades Pre-K-5th will be held on July 20th-24th and the Larose Cut Off Middle School. Ms. Brenda reported that Terrebonne Indian Education also received the Indian Education grant for the upcoming year. The Tribe’s Indian Education grant was not submitted this year. A contact person in the Plaquemines and St. Bernard parish is needed to receive information on students in the school system to fill out the application. Ms. Pat Arnould, chairperson for the Louisiana Indian Education Association, reported that the 10th Annual Youth Camp took place in March. There was no participation from Lafourche or Terrebonne Parishes at this camp. Ms. Pat Arnould asked for more participation from tribal citizens with LIEA.
 
Ms. Pat Arnould and Ms. Corine Paulk were present to give the Enrollment Committee report. Ms. Pat reported that there are forty-three new applicants that have been approved by the Enrollment Committee. Two new applicants have been approved pending receipt of copies of their birth certificates. Two old applicants have been approved but they did not pay application fees. The Enrollment Committee has also sent out letters to three applicants asking to verify Tribal heritage. The Enrollment Committee recommended to the Tribal Council to review Section 5 (j) Enrollment Committee guidelines and change the number of signatures needed for children ten years and younger to support “oral testimony from and documentary evidence” for Significant Community Relationship instead of five years and younger. Another recommendation is to change the wording to five and under instead of under five for the after-deadline applicants. Mr. Michael Dardar asked for the recommendations to be put in writing and be sent to the Tribal Council. Ms. Lora Ann Chaisson asked that a letter be sent to the children that have voided parents stating why they were not enrolled. Ms. Pat suggested that it be written as a procedure. Any tribal elder seventy or older should contact the Golden Meadow Tribal Center, 985-475-6640, to receive a tribal roll number if they haven’t received one yet.
 
Ms. Lora Ann Chaisson gave the Inter-Tribal Council report. The ITC is now going through the summer youth applications submitted. Due to decreased funding, not as many spots are available. Ms. Lora Ann Chaisson stated that the ITC will be working with the Census 2010 campaign to inform tribal citizens on how to correctly complete their census forms.
 
Ms. Brenda Dardar-Robichaux reported on the youth activities of the United Houma Nation. Through funds provided by Global Fund for Children, the United Houma Nation will host a leadership camp May 15th-17th for youth 6th-12th grade. The location for the camp is in Marksville, LA and the youth will attend the Tunica-Biloxi Pow Wow. Thirty students have submitted applications to attend this camp, with fourteen adults. The Youth Media Team is still conducting interviews throughout tribal communities. Once the radio station is functional, these interviews will be broadcasted. Some of the work has been posted on the United Houma Nation website, www.unitedhoumanation.org. Anyone interested in being interviewed should contact the YMT by email, youth@unitedhoumation.org, or at the Relief Office, 985-537-8867.
 
Mr. Thomas Dardar, Jr. gave the Emergency Preparedness Committee report. Mr. Dardar had the radios the Tribe purchased, to be used in case of emergencies. The Tribe has met with Office of Emergency Preparedness (OEP) and parish leaders for all the tribal communities to gain as much information as possible. A plan is set for evacuation and the Emergency Preparedness Handbook is still being developed. Ms. Lora Ann Chaisson spoke with her contact person from the Choctaw Reservation about the MOUs. The Choctaw Council meeting was postponed so the signing of the MOU was postponed. The next Emergency Preparedness meeting will be May 20th at the Houma VocRehab office at 5:30 PM.
 
Ms. Jamie Billiot reported on the Dulac Community Center. Ms. Billiot stated that the DCC is preparing for three bible schools and a creative arts camp in June. Over 200 community surveys have been completed throughout the Dulac area. The Dulac Community Center is also starting work with the Equity Inclusion campaign. Ms. Billiot encouraged everyone to visit the new DCC library.
 
Ms. Brenda Dardar-Robichaux reported on the New Orleans Jazz and Heritage Festival (NOJHF) which took place on April 24th-26th and April 30th- May 3rd. Ms. Brenda recognized and thanked all the volunteers present at the Tribal Council Meeting. Ms. Brenda and Ms. Lora Ann Chaisson participated in food demonstrations and Ms. Janie Luster, Mr. Roy Parfait, and Ms. Lora Ann represented the Tribe as Houma artists. The New Orleans Jazz and Heritage Festival Workshop took place on April 27th at Ellender Memorial High School. Students experienced entertainment from Treater and Robert Mirabal.
 
Mr. Michael Dardar represented the tribe while attending the Indigenous Peoples’ Global Summit on Climate Change on April 20th-24th. Mr. Michael provided a copy of the Anchorage Declaration in all packets and to the public. This document was produced by the Indigenous people at the conference to be forwarded to the United Nations Congress of Parties. Mr. Michael also provided copies of the United Nations Declaration for the Rights of Indigenous People.
 
Ms. Brenda Dardar-Robichaux reported that she served on a panel discussion at the Katrina to Copenhagen: Promoting a Fair Climate Agenda conference on April 17th. The information gathered from the discussion will be used in an International Treaty.
 
National American Indian Housing Council will be hosting a conference on May 12th-14th in New Orleans. The NAIHC is expecting between 600-700 attendees. Mr. Mark Ford will be the Keynote Speaker for the banquet, Mr. Kirby Verret will be giving one of the invocations, and Ms. Janie Luster will have some of her art there. Mr. Phillip Hillaire, with the NAIHC, still needs someone to do an invocation and a drum group. Anyone interested in fulfilling these positions should contact Mr. Hillaire as soon as possible. Notepads from Inter-Tribal Council and ink pens from VocRehab will be including the packets at this conference.
 
Ms. Brenda Dardar-Robichaux, Mr. John Silver, Ms. Ann Yoachim, and Mr. Rob Gorman, met with Mr. Michel Claudet, Terrebonne Parish President on May 4th to discuss the plans of the stimulus money available for Terrebonne Parish. Mr. John Silver will be coordinating another meeting with Terrebonne Housing Council.
 
At the last Tribal Council meeting, it was stated that Ms. Janie Luster and Ms. Lora Ann Chaisson’s communities would get together to attend the Terrebonne Parish Council Meeting on May 13th to discuss community issues. Ms. Brenda invited all community citizens to attend this meeting for support.
 
On May 16th, Ms. Brenda will attend an Earl J. Barbry, Jr. honor event conducted by the Tunica-Biloxi Council. This event will take place at the Tunica-Biloxi Cultural Resource Center in Marksville, LA.  
 
Ms. Brenda Dardar-Robichaux reported on 2010 US Census. An email from Mr. Stanley Lewis was provided in all packets. He emailed seeking 1-2 tribal citizens to hire as Tribal Partnership Assistants to help promote the 2010 Census within Tribal communities. This position will pay $12-$19/per hour and it will last for one year. Anyone interested should contact a Tribal Council Representative or the Tribal Offices. Ms. Lora Ann Chaisson reported that the Houma office will be setting up a testing center for other 2010 US Census positions.
 
 
District Reports:
Albert Solet – District 1: Mr. Albert reported that he has met with some of the tribal citizens in his community. Mr. Albert stated once he gets a list of the citizens in his community, he can contact them to plan a community meeting.
 
Lora Ann Chaisson – District 2: Ms. Lora Ann announced that Shawn Parfait, community member from her area, has a grand opening of a recording studio today, May 9th. The studio is located at 1407 W. Tunnel Boulevard. Ms. Lora Ann also stated she will continue to work on updating addresses in her community. Ms. Lora Ann stated that 118 American Indian students graduated in Terrebonne Parish this school year. 
 
John Silver – District 4: Mr. John reported that Ms. Florence Parfait, a tribal citizen from his community, passed away last night. Mr. Silver reported that there was a community meeting in February, and he plans to have another community meeting before the end of the year. Mr. Silver reported that his district will be the hosting district for the VocRehab Disability Awareness Pow Wow in September. Mr. Silver is still selling UHN lapel pins for the scholarship and building fund.
 
Gwen Billiot – District 5: Ms. Gwen reported that she has been very busy doing outreach and networking in the Terrebonne community through Louisiana Spirit. Ms. Gwen stated she would like to work with Ms. Jamie Billiot, from the Dulac Community Center, with more outreach efforts. Ms. Gwen is also working on scheduling a community meeting.
 
Thomas Dardar, Jr. – District 6: Mr. Thomas has been working with Mr. Michael Dardar to help revitalize Tribal cultural events. Mr. Thomas will soon be building a Sweat Lodge at his home.
 
April Guidry – District 8: Ms. April reported that on April 18th, Jefferson Parish held a picnic at Bayou Segnette. Around seventy tribal citizens were in attendance. There will be a children’s camp June 8th-12th. Ms. April provided packets with more information for anyone who was interested in attending.
 
Steve Williams – District 9: Mr. Steve stated he would like to get more of the youth involved in his community. He hopes to do as much as he can for the tribe as a new Tribal Council representative.
 
Michael Dardar – District 11: Mr. Michael stated that he is still working to coordinate a joint community meeting with Ms. Laura, District 10. The UHN Men’s Group is still active and he is planning a few community service projects. 
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
  • Ms. Samantha Shaffstall, Case Manager of the United Houma Nation Relief Office, provided a report in all Tribal Council packets. The report provided an update on all her cases and meetings she has attended since last Tribal Council meeting. There are four new sewer treatment applications, and a grant committee meeting needs to be scheduled. Anyone needing assistance for any unmet needs should contact Ms. Samantha Shaffstall at the UHN Relief Office, 985-537-8867. 
  • Ms. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project. With a technical assistance grant provided, the “How Safe/How Soon?” project has interviewed Tribal citizens to find out the changes in the communities and what the Tribe sees as future challenges. “How Safe/How Soon?” and the United Houma Nation held a community meeting April 16th in Raceland. “How Safe/How Soon?” is interesting in helping prepare the Montegut and Dulac community centers. Ms. Brenda was invited to attend Environmental Day on May 26th in Baton Rouge. Anyone available is invited to attend this event.
·         GNOF, Greater New Orleans Foundation, has funded the Tribe with a $50,000 technical assistance grant. This grant will be used to help with the problems identified in the first technical assistance grant from “How Safe/How Soon?” and to produce brochures for the Tribe. Ms. Brenda, Ms. Lanor Curole, and Mr. Michael will be traveling to New Orleans to see a draft of the brochures. Ms. Brenda will speak at a press conference to be held May 13th for all the GNOF grantees,
  • Lowe’s Lumber Co contacted the UHN to offer assistance in repairing the Montegut Tribal Center after Hurricanes Gustav and Ike. After reviewing the extent of the damage, Lowe’s suggested that the Tribe apply for a grant through their website. The estimated materials list for the repairs to the Montegut building is $20,000.
  • Ms. Brenda will be attending the LDRF, Louisiana Disaster Recovery Fund convening on May 29th. LDRF has been funding the Tribe since Katrina and Rita and continues to provide funding through grants. At the convening, discussions will take place on the progress of the Tribe with the funds received.
  • Ms. Lora Ann Chaisson asked for a statistics report from the Old Store Relief Center. The information at the Old Store has been kept in a database and is ready to be put into a report.
  • Ms. Gwen Billiot inquired about moving the Old Store Relief Center. The process to move the Old Store has not started.
 
          II.      Federal Recognition
  • Ms. Brenda Dardar-Robichaux has been in contact with Dr. Jack Campasi who is assisting with the tribe’s federal recognition efforts. Dr. Campasi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. A copy of the grants the Tribe has received from foundations is also needed. These databases have been sent to Dr. Campisi to be reviewed. Ms. Brenda Dardar-Robichaux reported that all folders on all tribal citizens at the Golden Meadow Tribal Center should be up-to-date.
  • Mr. Michael Dardar reported on the Houma-French Language effort. A well known linguist, Nick Faraclas, came from Puerto Rico to help with analyzing the Houma language last year. Mr. Faraclas would like to visit the Tribe again next month, but the Tribe will need to cover the traveling expenses. The expenses are approximately $1500. A special finance committee will be held to discuss fundraising possibilities. Mr. Michael asked for volunteers, specifically elders, from the different Tribal communities to help Mr. Faraclas. A motion was made by Mr. Michael Dardar to designate approximately $1500 to pay for the traveling expenses, seconded by Ms. Lora Ann Chaisson, motion carries. If the amount for the traveling expenses is significantly more, the Finance Committee will make the decision to designate the funds.
 
       III.      Membership Reinstatement
  • Mr. Derek Naquin was present without necessary paperwork to be reinstated. A motion was made by Mr. Michael Dardar with a unanimous second to reinstate Mr. Naquin contingent on receipt of necessary paperwork, motion carries.
 
       IV.      Public Comment
  • Mr. Joe Burke, with LA Conference of the UMC Disaster Response, Inc., asked that if anyone needed any hurricane recovery assistance to stop by his office at 307 Howard Avenue, Houma, LA 70363.
  • Ms. Lizabeth Billiot Doucet, a volunteer at the Old Store Relief Center, expressed the need for the Old Store to stay open.
  • Ms. Corine Paulk asked to be involved with the Houma-French language efforts. Ms. Paulk also stated that a Houma student was accepted into Baylor University. Mr. Michael Dardar stated that a few Houma students received football scholarships to attend Bacone College.
  • Ms. Lora Ann Chaisson stated that Cheramie Verret will be graduating soon with a Pharmacist degree.
  • Ms. Pat Arnould stated the Council needs to look into after deadline tribal citizens wanting to vote in Tribal elections that are 18 years of age or older.
  • Mr. Curtis Hendon asked that the Constitution be amended. He would like the Constitution to say if a Tribal Council Representative is not doing a good job a vote can be taken to terminate their position. It was stated that this is already in the constitution.
 
New Business:
             I.      John Boatman, NRCS
Mr. John Boatman, representative from National Resources Conservation Services, was present at the meeting to share some of the programs the NRCS offers. Mr. Boatman provided handouts with program information, office locations, and contact information. Mr. Boatman stated the main goal for Louisiana is to conserve native plant species, rare and native habitats, and improve water quality and fisher resources. The Thibodaux field office, which serves Terrebonne and Lafourche Parish, is located at 143 Laura Drive, Thibodaux, LA. Anyone can contact the office at 985-447-3871. Mr. Boatman was available to answer any questions after the meeting.
 
          II.      Chuck Perrodin, State HMGP
Mr. Chuck Perrodin, representative from the State HMGP, Hazardous Mitigation Grant Program, was present at the meeting. Mr. Perrodin spoke about the opportunities available through the State HMGP. Mr. Perrodin explained that the State HMGP offers Mitigation funds as a reimbursement only. Mr. Perrodin was available to answer any questions after the meeting.
 
       III.      Nicole Buranzon, Shaw Environmental & Infrastructure Group
Ms. Nicole Buranzon, representative from the Shaw Environmental & Infrastructure Group was also present at the Tribal Council meeting to share information about the Parish Mitigation Program. The Parish Mitigation offers grants, not reimbursements, if you qualify. For more information, the office is located at 4171 Essen Lane in Baton Rouge and the phone number is 225-987-7373. Ms. Buranzon was available to answer any questions after the meeting.
 
       IV.      Public Comment
  • Mr. Steve Mosgrove, IGA Specialist for Intergovernmental Affairs for FEMA, encouraged the importance of registering for FEMA after a disaster; even if you are not sure you will qualify or receive funds. Mr. Mosgrove was available after the meeting to answer any questions.

Reading and Approval of Minutes
        Ms. Gwen Billiot, Secretary, apologized for the minutes not being ready to distribute. Ms. Gwen motioned to table the September and October minutes until the January Tribal Council meeting, seconded by Ms. Lora Ann Chaisson, motion carries.
 
Treasurer’s Report
Mr. John Silver, Treasurer, reported a Finance Committee meeting was held October 12th, 2009 at the VocRehab Office in Houma. The October financial reports were provided in the Tribal Council packets. Mr. John Silver motioned for the Tribal Council to approve the VocRehab, HRO, and General account budgets, seconded by Ms. Gwen Billiot, motion carries. Mr. Silver reported that the General account needed more funds because this year’s expenses were higher. The tribe will be audited, which will cost around $8-10,000. Mr. Silver suggested fundraising. The Finance Committee will be meeting in December to draft budgets for the HRO and General accounts for 2010. The VocRehab account budget is already completed. The budgets will be submitted for approval in January. An annual report will also be put together for the January meeting.
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. The VocRehab program completed its fourth fiscal year on September 30th. The annual report to the funding agency is due by December 4th. The report will be sent to the Tribal Council once completed. The Voc Rehab office is in the process of developing their next grant application. Ms. Louise Billiot and Ms. Nicole Roddy will be traveling to Seattle for the first grant writing workshop. Ms. Lanor asked for suggestions on a date to bring Mr. Joe Kelly in to talk about a new program for the tribe.  
 
Ms. Brenda Dardar-Robichaux reported on the Election Committee. The election for District 7 took place on October 24th. Mr. Pete Billiot was elected for the District 7 seat. The constitution amendment election will be held December 5th, 2009 and the notices have been sent and posted on the website. Ms. Helen Gindrat sent in a letter of resignation from the Election Committee and would like to reappoint Ms. Hope Larios for the position. Ms. Laura Billiot motioned to accept the resignation of Ms. Helen Gindrat and appoint Ms. Hope Larios to the election board, seconded by Mr. Steve Williams. Ms. Lora Ann Chaisson asked if anyone else was interested in the position. Mr. Michael Dardar stated that the appointed members have to be spread out amongst the communities. After the discussion, motion carries.  
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. The Tribe has received approval of the grant from ANA to assist with the radio station. The Tribe also has plans for internet streaming in the first year of this grant. Anyone interested in working with the radio station project is welcome to serve on the Advisory Board. Mr. Kirk Cheramie, Station Manager of KUHN, was present at the meeting. Mr. Kirk stated that lots of volunteers are needed. Anyone interested in volunteering can email kuhn@unitedhoumanation.org.
 
Ms. Brenda Dardar-Robichaux reported on Lafourche Indian Education. The National Indian Education Association Conference took place in Milwaukee, WI on October 22nd-25th. Ms. Cody Danos, Ms. Greta Terrebonne, and Alyssa Franklin, a student representative, attended. Scholarship information gained from the conference was provided at the meeting. Ms. Charlene Guidry was hired for the Cultural Resource Specialist/Tutor position for Lafourche Parish. The grant applications for Indian Education are coming up. Ms. Brenda would like to work to get Plaquemines, St. Mary, and St. Bernard Parish an Indian Education program through the tribe.
 
Ms. Lora Ann Chaisson reported on Inter-Tribal Council. Ms. Lora Ann stated due to budget cuts from the Census, ITC did not have an in-school program for the youth this year. Ms. Chaisson met with the Coushatta and Chitimacha Council and they will fund their own youth program.
 
Ms. Brenda Dardar-Robichaux reported on youth activities of the United Houma Nation. Global Fund for Children has funded two Powwow youth camps this year. Ms. Dixie Breaux is the site coordinator for Lafourche Parish Project Venture and Ms. Katrina Billiot is the Terrebonne Parish Project Venture site coordinator.
Ms. Jamie Billiot reported on the Dulac Community Center. The DCC hosted a Halloween Party with over 100 kids in attendance. Ms. Billiot also reported that the DCC will award one young lady from Dulac a scholarship. Applications for this scholarship will be available early next year.
 
Ms. Brenda Dardar-Robichaux reported on the Grant Committee. Grants funded by Louisiana Disaster Recovery Fund are still available for sewer treatment assistance. Anyone having sewer/septic treatment problems due to hurricane damage should contact the Relief Office at 985-537-8867.
 
The United Houma Nation received a grant from NeighborWorks America for Youth Financial Literacy. This grant will provide financial literacy classes to the United Houma Nation youth 6th grade and older. Anyone interested in working with this project or would like to attend should call the Relief Office at 985-537-8867.
 
Mr. Michael Dardar reported on the Personnel Committee. The Personnel Committee has met since the last Tribal Council meeting. The Station Manager position has been filled by Mr. Kirk Cheramie. The KUHN Administrative Assistant position was offered to someone, but they took another position elsewhere. The position of KUHN Administrative Assistant is still open. Mr. Kirk Cheramie was hired originally for the newsletter position and wrote the first newsletter. Now that he is the Station Manager, Ms. Suzette James, the other newsletter applicant, was hired under contract to write the next newsletter. The Personnel Committee also met with the Hazard Mitigation committee to discuss the consultant proposals for hazard mitigation. The consultants have been narrowed down from six to four.
 
The tribe has held a series of community meetings to discuss the future of the United Houma Nation communities. The How Safe/How Soon initiative with the three part plan of evacuation, mitigation, and stabilization was also discussed.
 
The United Houma Nation newsletter is at the printers. Copies of the newsletter were provided in the Tribal Council packets. The newsletter will be mailed out on a quarterly. Volunteers will be needed to fold and process the newsletters for mailing. Anyone interested in volunteering should contact newsletter@unitedhoumanation.org. Citizens who do not receive a newsletter should contact the Golden Meadow Tribal Center, 985-475-6640, to see if an address change is needed.
 
Ms. Charlene Soares and Ms. Lisbeth Buquet attended the Funders Forum on October 14th, 2009 in Ward 7. Ms. Soares and Ms. Buquet provided information about the United Houma Nation and Ms. Janie Luster did a cultural demonstration.
 
On October 15th-18th, Ms. Lanor Curole, Ms. Brenda Dardar-Robichaux, Ms. Cacinda Voisin, Ms. Nora Serigne, Mr. Chris Chaisson, Ms. Cody Danos, and Ms. Monica Redman with attended the NeighborWorks CLI in Milwaukee, Wisconsin. This conference offered leadership training and a $2,000 grant towards community development. A follow-up meeting was held on October 29th to decide how to use the grant. It was decided to have a festival called “Le Fete de Indiens” on March 27th, 2009. Ms. Cacinda Voisin and Mr. Chris Chaisson commented that the conference went well. Volunteers will be needed for this event.
 
Environmental Defense Fund, Audubon Society, and National Wildlife Federation visited for a tour on October 29th of Port Fourchon for a tour. Ms. Brenda Dardar-Robichaux met with the groups to tell about the United Houma Nation. 
 
District Reports:
Albert Solet – District 1: Mr. Albert Solet reported the How Safe/How Soon community meeting in his district was on October 24th. Mr. Albert was not available to attend but Mr. John Soule attended in his place. Mr. Albert reported that due to lack of communication, there wasn’t a high number in attendance. 
 
Lora Ann Chaisson – District 2: Ms. Lora Ann Chaisson reported it has been a year since the fight for the Island road has started. Over 100 people attended the October 14th Terrebonne Parish Council meeting for the Island road. The following Terrebonne Council meeting also had a large number in attendance. At the meeting, it was stated that the Terrebonne Council would fix the Island road. The road will be fixed before spring. Ms. Lora Ann Chaisson, Mr. John Silver, Mr. Theo Chaisson, and Mr. Jamie Dardar met with the Terrebonne Parish Council on the Island prior to the meeting to educate them about the Island and its residents. Ms. Chaisson thanked the “foot soldiers” in her community for helping her with outreach in the different communities she represents. Ms. Chaisson recently did a presentation at Nicholls State University with a group of juniors and seniors about Federal Recognition. Ms. Chaisson was also asked to speak to Native American studies class about the Southeast culture. Cheryl Naquin, from Lafourche, was a member of the Native American studies class. Ms. Chaisson asked for prayers for Ms. Shirley Dardar, a tribal citizen, who was injured on Halloween and is now in critical condition on life support. Mr. Miguel Verdin is also suffering from seizures and needs prayers.   
 
John Silver – District 4: Mr. John Silver reported over 60 community members attended the How Safe/How Soon community meeting and a lot of feedback was received. Mr. Silver reported that he is still selling United Houma Nation lapel pins for $8.00 to go towards the scholarship and building fund. Mr. Silver stated that he is looking to start a constitution class to educate the Tribal Council and citizens. Mr. Silver and Ms. Lora Ann Chaisson will have a food booth at the Louisiana Native American Festival in Kenner at Rivertown on November 15th. When questioned about the proceeds of the food booth. Ms. Lora Ann Chaisson stated it would go to her and Mr. John Silver personally, but they did offer a donation to be made to the tribe. The Bayou Eagles dance group will also be performing.  
 
Gwen Billiot – District 5: Ms. Gwen Billiot attended three of the How Safe/How Soon community meetings that were held and the Community Development Conference II held on November 7th-8th in Houma. Ms. Gwen reported that she has been helping with Elder’s Fest and the upcoming UHN Banquet. Ms. Billiot has also been working on the minutes.
 
Thomas Dardar, Jr. District 6: Mr. Thomas Dardar, Jr. reported he has also been helping to get the Island road repaired. Mr. Dardar also attended the Community Development Conference II on November 7th-8th. December 11th will be the Toys for Tots at Wal-Mart on Martin Luther King Jr. Boulevard in Houma. Indian Santa will tentatively take place the following weekend. Volunteers will be needed at Wal-Mart for Toys for Tots.      
 
Pete Billiot – District 7: Mr. Pete Billiot reported he has contacted tribal citizens who because of various reasons are not getting involved in tribal activities. Mr. Billiot stated he believes in the cause of the United Houma Nation sticking together and hopes more people will change their mind and get involved.  
 
April Guidry – District 8: Ms. April Guidry reported she held a Thanksgiving potluck dinner on November 10th in her community and had a sign-in sheet of the attendees. Ms. Guidry also stated that elders in her community want to attend the Elder’s Fest but are unable to drive. Ms. Brenda Dardar-Robichaux stated that the only means of transportation is the UHN bus, but the driver has to be on the insurance. Ms. April reported that she hosts district meetings every Tuesday from 6:30-8:30 pm and parent committee meetings every Wednesday at 11:00 am.
 
Laura Billiot – District 10: Ms. Laura Billiot reported the How Safe/How Soon community meeting in her district had a great turnout. The Indian Education Parent Committee meetings have been hosted at the Golden Meadow Tribal Center. Ms. Laura stated that she would like a flyer to circulate at Elder’s Fest for elders to join a phone tree.
 
Michael Dardar – District 11: Mr. Michael Dardar reported he also attended the How Safe/How Soon community meeting in his area as well as in other districts. Mr. Michael Dardar is also involved with the Indian Education Parent Committee and has attended the meetings.
 
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
·         Ms. Brenda Dardar-Robichaux reported the Old Store Relief Center is open only Monday and Fridays from 9:30-2:00 and closed from 12:00-12:30 for lunch. No food is available to distribute, just clothing.
  • The United Houma Nation has recently received a Hazard Mitigation grant. This grant will allow the Tribe to receive fund directly and not have to go through the parish to receive relief. Ms. Samantha Shaffstall reported that each district needs representation on the Hazard Mitigation committee. Anyone interested in serving on this committee should contact the Relief Office at, 985-537-8867 or relief@unitedhoumanation.org. Training for hazard mitigation will take place every Friday and interested parties are invited to attend.
·         GNOF, Greater New Orleans Foundation, will be doing a radio spot on Ms. Brenda Dardar-Robichaux and Ms. Dana Solet about how GNOF’s support has affected the tribal communities that will be aired on WWNO.
·         Ms. Robichaux and Ms. Lanor Curole met with Ms. Rachel Breunlin on November 13th about conducting more interviews with tribal citizens. These interviews will be used to make posters about the United Houma Nation. Two people from each community will be chosen to be interviewed. Ms. Breunlin and a photographer will be at Elder’s Fest to conduct interviews. By request, the interviewee should be an elder, leader or youth. Anyone interested in being interview should contact Ms. Robichaux.
·         Ms. Lora Ann Chaisson stated the MOU with the Mississippi Choctaw has been in the works for a long time. There was a personnel change and the people she worked with are no longer there. It is now being revised by someone else. The contract between the United Houma Nation and Mississippi Choctaw will come in the next few weeks.
 
    II.            Federal Recognition
·         Dr. Jack Campisi recommended to the United Houma Nation to file for another extension, because of the ongoing disaster relief efforts. Dr. Campisi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the Golden Meadow office. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. These databases have been sent to Dr. Campisi to be reviewed. Ms. Brenda Dardar-Robichaux reported that folders on all tribal citizens at the Golden Meadow Tribal Center should be up-to-date with the information that has been provided.
·         Ms. Brenda Dardar-Robichaux has not heard back from Tulane Environmental Law Clinic about tribe’s federal recognition information that was sent to them.
·         While in Washington D.C., Mr. Earl Barbry spoke with Ms. Arlinda Lockleare about helping the tribe’s recognition efforts.
·         There is a bill to change the guidelines of reviewing federal recognition petitions. It would be in the UHN’s best interest to be reviewed under the new guidelines. Once the bill number is indentified, the tribe will need to start lobbying.
·         Mr. Thomas Dardar, Jr. stated he received a call about the BIA needing to change the federal recognition process. It is not confirmed, but it was said that the BIA will ask to hear from the tribes in the federal recognition process. Ms. Lora Ann Chaisson suggested that a generic letter be made and put on the website for people to sign it and mail it to the senators to show support. Mr. Michael Dardar motioned to authorize the federal recognition committee to draft this letter, seconded by Mr. Thomas Dardar, Jr., motion carries.
·         Ms. Barbara Naquin stated it is really important to remain active when the bill comes out.
 
 III.            Community Development Conference II
  • The United Houma Nation hosted another Community Development Conference on November 7th-8th at the Quality Hotel in Houma, LA. Committees formed at the last conference were asked to report back to the Tribal Council:
  • Education Advocacy Committee: Ms. Cacinda Voisin reported that each district will have its own subcommittee under the Education Advocacy Committee. The committee has asked that each Tribal Council representative appoint an advocate in their community to serve on each subcommittee. Ms. Louise Billiot reported that the committee will try to promote more in-school and out-of-school cultural activities with the parents and students, lower drop-out rates, higher attendance rates, and have more students attending college. This committee will help educate children in elementary school to high school on United Houma Nation culture, on different job opportunities than working in the oil fields, and to have all the UHN districts equally informed of all the resources available. Ms. Louise stated that this committee will advocate for the kids to the school boards, try to get each district involved in all the tribal activities, to have more tutors for the Indian students and to provide trips to colleges. This committee would also like to recognize and celebrate the success of the students. Ms. Cacinda Voisin stated that another idea was to have an awards banquet for tribal students graduating high school.
  • Mr. John Silver reported that the current committee structure is broken. Mr. Silver reported the Tribal Council will be meeting soon to restructure the committees. Mr. Silver suggested new committee should not be formed until the committee structure is amended. Mr. Silver motioned to restructure the committees before adding any new ones, seconded by Ms. Lora Ann Chaisson. Ms. Cacinda Voisin asked if there would be deadline for the Tribal Council to decide. Mr. Silver stated the Tribal Council will be meeting soon to review the proposed changes by Mr. Michael Dardar. Ms. Lora Ann Chaisson suggested the deadline to be February to accept the new committees. Mr. Thomas Dardar added to Mr. Silver’s original motion that there is now a timeline and deadline for when the Tribal Council changes the ordinance. After discussion, motion carries.
  • Ms. Barbara Naquin reported for the Hurricane Preparedness Committee. The group came to the conclusion there couldn’t be any hurricane preparedness until the tribal census was complete. This committee would also like each Tribal Council representative to appoint someone in their district to serve on the committee to first help with locating and reaching all the tribal citizens.
  • Mr. Chris Chaisson reported on the Radio Station Committee. One of the recommendations from this committee is for the Tribal Council to start searching for tribal citizens in their district to be interviewed and have the interviews streamed on the internet. This committee will assist in finding active elders, youth, and etc. to be interviewed to start airing it on the UHN website. The committee has also asked that the Tribal Council to find volunteers in their district. There will be a sign-up list at Elder’s Fest for anyone interested in being interviewed. The committee will compile a list by the end of year of people to be interviewed.
  • Mr. Thomas Dardar, Jr. commented the tribe has been working on hurricane preparedness for about 3-4 years now. Mr. Dardar explained that the committees shouldn’t stop their progress until the February meeting. Each committee should continue working on the projects they have started.
  • Ms. Lora Ann Chaisson stated the Tribe must follow the constitution, which only has 2 committees. Ms. Chaisson stated there is a difference between committees and workgroups.
  • Mr. Kirk Cheramie reported for the Cultural Committee. The committee would like to put a cookbook together. Mr. Kirk asked that anyone interested in submitting recipes should contact him at kirk@unitedhoumanation.org. Mr. Kirk is also looking for tribal citizens who served in WWII, especially in France and Belgium for a project at UNO. Information about these tribal citizens can be emailed to Mr. Kirk at kirk@unitedhoumanation.org.
  • Ms. Latecia Sanamo reported for Strengthening Native Families workshop. It was discussed at the workshop to host a family sports day in each district quarterly. The families can participate in different sports and a potluck picnic. The first family sports day could coincide with Le Fete de Indiens. A list of equipment that needs to be donated has been put together.
  • Ms. Samantha Shaffstall reported that she was only able to attend the end of the conference. Ms. Shaffstall reported there is a letter in the Tribal Council’s packets about what the Emergency Preparedness Committee has already accomplished. A 2010 calendar of Emergency Preparedness meetings was also provided in the packets. Ms. Shaffstall invited everyone to attend and invite people to get involved with the Emergency Preparedness Committee. Ms. Shaffstall stated the emergency preparedness community meetings that were held in some of the districts were to help with locating and reaching out to the communities. At the meetings, people received information about evacuating and family readiness for a disaster. During the hurricanes, the tribe will use radios that were purchased to communicate with each other, the parish and with the state. The tribe is looking into forming a Google group at the time of evacuation that will allow you to see who has evacuated and where. Ms. Shaffstall also spoke about the GIS, Geographic Information System, which will help the tribe with locating tribal citizens more efficiently. The Emergency Preparedness Plan for the United Houma Nation is being worked on and needs to be approved by FEMA once completed. The Hazard Mitigation plan will help with some of the Emergency Preparedness plan. A goal the Emergency Preparedness Committee has is to form an Emergency Preparedness office.
  • Ms. Laura Billiot reported for the Seafood Committee. At the conference, each committee member was given duties and deadlines. The committee will be able to update at the January meeting. Ms. Laura is keeping a list of contact information of the fishermen she has spoken to. The goal is to have vendors buying directly from the tribe, and not a factory. BFT, by from the tribe, was formed as a marketing tool.
 
 IV.            Enrollment/ Reinstatement
·                  Ms. Evelina Billiot Lodrigue, Mr. Mason Naquin, Mr. Russell Naquin, Sr., and Mr. Russell Naquin, Jr. were present with necessary paperwork to be reinstated.     V.            Public Comment
  • Ms. Samantha Shaffstall spoke of an elderly couple, Mr. Percy and Thelma Roussel, who are in need. United Methodist started working on their home and ran out of the resources to finish. A letter was provided in the Tribal Council’s packets of their needs. Anyone interesting in helping should contact the Relief Office at 985-537-8867 or email at relief@unitedhoumanation.org.
  • Ms. Lora Ann Chaisson reported the CSEP program has jobs available. You must be 55 and older and the hours range from 20-25 hours per week. This job is available in Terrebonne, St. Mary, Jefferson and other parishes. For more information, contact the ITC office in Baton Rouge.
  • On November 20th, the Dulac Community Center is hosting a community dinner at 6:00 PM. Ms. Jamie Billiot suggested that all the workgroups attend and speak to the community about their upcoming projects.
  • On December 5th, from 9:00AM-12:00PM, the DCC will also be hosting a health event that will provide information. Doctors will be there for general checks but no vaccines will be given.
 
New Business:
       I.            Dilan Landry
  • Mr. Landry rescheduled his appearance from this meeting to the January meeting. Ms. Lora Ann Chaisson stated that he is a marine working on a cross-country run from Daytona, Florida in February 2011 to Santa Monica, California in April 2012. The group will hit every marine base, major cities’ American Legions, and major cities’ junior high and high schools to educate about the marines. Every major city will have a country concert for $15-25. Mr. Landry will also be releasing a country single with Garth Brooks before spring of 2010.
 
    II.            Upcoming Events
·         Ms. Brenda Dardar-Robichaux will be attending the Brownsfield conference in New Orleans from November 15th-18th to discuss environmental justice and economic development in the tribal communities.
·         Ms. Dana Solet will be doing a presentation for USDA on November 19th. Ms. Brenda Dardar-Robichaux presented last year, and this year they have asked for a youth prospective. 
·         The Elder’s Fest will take place November 21st from 10:00 AM - 2:00 PM at the Relief Office in Raceland. A sign-up sheet was available for anyone interested in hosting a game, donating, or volunteering. The Elder’s Fest will recognize citizens 55 and older.
·         Ms. Cacinda Voisin had the banquet tickets available for the Tribal Council to sell. The tickets are $8 for adults, $5 for children and 3 and under get in free. The banquet will take place on December 20th at 6:00 PM at the Houma Municipal Auditorium. Flyers were available to distribute. The Banquet committee will be meeting after the Tribal Council meeting. The Tribal Council was provided a list of categories for the awards handed out to submit nominations. Anyone wanting to volunteer should contact Ms. Cacinda at 985-226-7664 or voisc474@its.nicholls.edu.
·         Ms. Barbara Naquin invited everyone to attend the Point-aux-Chien group Kateri mass on November 27th at St. Charles church at 6:30 PM.
·         Ms. Barbara Naquin also stated the Grand Caillou Community Center will host a dance where the Holy Family Kateri group will sell food on December 19th from 7:00 PM-11:00 PM.
·         Ms. Barbara Naquin also reported that KC Home will have a New Year’s Eve dance from 9:00 PM-1:00 AM.
·         Ms. Shirley Feet reported March 15th through April 15th will going into the communities to help people with filling out the census forms. There are still job openings and you must be tested when applying for these jobs. A letter was provided in the Tribal Council’s packets about how the census affects federal funding.
·         The family of Aspen Schiro will be doing fundraising for her custody case. Lapel pins are being sold to help raise money.

Treasurer’s Report
Mr. John Silver, Treasurer, reported a Finance Committee meeting was held October 8th, 2009 at the Relief Office in Raceland. Mr. John Silver stated the General Account budget has been amended and a copy will be issued at the next Tribal Council meeting on November 14, 2009. Mr. John Silver motioned to approve all three accounts and accept the proposed budget, seconded by Mr. Michael Dardar motion carries. Mr. John Silver also reported that a separate bank account will be opened for the ANA Grant. The tribe is also looking to streamline all the finances and possibly making one financial department. Mr. John Silver also stated that rather than having another costly audit, as the one performed in 2005, the Council should look at possibly doing an in house report.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities.  The VocRehab program ended its fiscal year on September 30th, 2009, which concludes their fourth year. Ms. Lanor Curole stated the annual report is due by November 15th, 2009. Ms. Lanor Curole stated that a copy of this report will be issued at the next Tribal Council meeting on November 14th, 2009. A staff meeting is scheduled on Wednesday, October 14th, 2009 for the planning of the upcoming year. Ms. Lanor Curole reported on the One Day Disability Awareness Powwow. Ms. Curole stated the powwow was a great success. Ms. Curole also reported that another powwow would be scheduled for next year. Ms. Curole also reported possibly having two disability awareness conferences and wellness programs.
 
Ms. Brenda Dardar-Robichaux also reported on the success of the powwow. Ms. Brenda Dardar-Robichaux stated that a great number of grandparents, parents and adults worked on youth traditional clothing. Ms. Brenda Dardar-Robichaux reported on the attendance of our elder tribal citizens which made for an even greater day.
 
Mr. Michael Dardar reported on the Personnel Committee. The Personnel Committee will meet immediately following the Council meeting to discuss the job openings for the Radio station, a contract worker for the UHN newsletter and a consultant for Hazard Mitigation.
 
Ms. Brenda Dardar-Robichaux reported the Election Committee met on September 18th, 2009. The Election Committee called for an Election for District 7 to be held on October 24th, 2009. Mr. Pete Billiot and Ms. Hope Larios will run for the vacant seat on the Tribal Council. The Election Committee also called for an election to amend the constitution regarding term limits for Principal Chief, this election will be held on December 5th, 2009. Letters regarding this election will be to be sent out to tribal citizens. Poll workers will be needed for this election.
 
The United Houma Nation has applied for two FCC licenses for a community-based radio station, one in Chauvin and one in Golden Meadow. The UHN was awarded the Golden Meadow site construction permit and the Chauvin permit is still pending. The tribe applied for a grant ANA grant. With the approval of this grant, the Personnel Committee will be advertising for two positions; a station manager and an administrative assistant to operate KUHN radio. A KUHN Board has been established and people were encouraged to attend the meetings when scheduled.
 
Ms. Brenda Dardar-Robichaux reported on Lafourche Parish Indian Education. Lafourche Parish School Board has a job opening for a Cultural Resource Specialist/Tutor. Anyone interested in applying for the position should contact Ms. Robichaux. Ms. Brenda Dardar-Robichaux is offering to assist anyone applying for this position. Indian Ed. Interviews will be conducted on October 26, 2009. Ms. Brenda Dardar-Robichaux reported that Ms. Cody Danos, Ms. Greta Terrebonne, and Alyssa Franklin, a student, will be attending the Indian Education Conference in Milwaukee, WI on October 22th-25th. Ms. Janie Luster reported on Terrebonne Indian Education. Ms. Luster stated the Terrebonne Indian Education held a public hearing to elect new officers to the committee. Ms. Luster also stated starting in November cultural presentations will be conducted in schools.
 
       Ms. Jamie Billiot reported on the Dulac Community Center. Ms. Jamie Billiot reported the DCC is looking for a GED Instructor/Tutor to teach a GED prep course. This position will pay approximately $15.00 per hour. Anyone interested should contact the Dulac Community Center at 985-563-7483. Ms. Billiot is also looking for a young male to work a few days a week to help the kids with recreation. Ms. Billiot also stated the volunteers have returned but their schedules are booked from October to February for home repairs. Ms. Billiot does encourage anyone needing repairs to please continue to call the DCC. Ms. Billiot reported she was able to purchase appliances for ten families affected by the hurricane and is hoping to receive funding for more.
 
Ms. Brenda Dardar-Robichaux reported on the Grant Committee. The Grant Committee met and still has grant money for sewer/septic treatments. Anyone having sewer/septic treatment problems due to hurricane damage should contact the Relief Office at 985-537-8867. 
 
Ms. Brenda Dardar-Robichaux reported on youth activities of the United Houma Nation. The tribe has received a grant from Global Fund for Children to develop leaders within our youth. Ms. Robichaux reported that approximately 60 tribal citizens attended the Coushatta Powwow in Kinder, LA from October 2nd-4th 2009. The tribal citizens met tribes from all over the United States and were able to see beautiful regalia, learn dance styles, competition and watch young dancers. Ms. Robichaux states we continue to move forward with our youth passing on our tradition. Any youth interested in getting involved should contact their Tribal Council representative.                    
                 
The United Houma Nation received a NeighborWorks America $2,000 Youth Financial Literacy Grant. This grant will provide youth financial literacy classes. The activities shared at these classes will help our youth learn more about being debt free and learn more about personal finances. Anyone interested in working with this project should call the Relief Office at 985-537-8867.
 
Ms. Brenda Dardar-Robichaux reported the Enrollment Committee should meet this week. After-deadline letters for missing information have been sent out and should be returned in a timely manner. Mr. John Silver will be sending out a letter regarding questionable/falsified signatures on tribal citizens who supposedly switched to the splinter group.
 
Ms. Brenda Dardar-Robichaux reported she along with Mr. Albert Solet, Ms. Hope Larios, Ms. Shirley Feet, Ms. Lora Ann Chaisson and Mr. Kevin Billiot attended the US Census Tribal Partnership Conference at Paragon Casino and Resort in Marksville, LA. This conference took place on September 23rd-24th and discussed the importance of filling out the 2010 Census correctly and how this affects our funding and the way we are counted.
 
District Reports:
Albert Solet – District 1: Mr. Albert reported that he is meeting with tribal citizens weekly and is hoping to have more community involvement.
 
Janie Luster – District 3: Ms. Janie Luster reported she had two community meetings and visited two homes to discuss tribal government. Ms. Luster reported on not having a place to hold community meetings. Ms. Janie Luster will schedule a meeting in November at the Old Indian School location and may possibly use tents. Ms. Luster stated she contacted Mr. Clayton Voisin and asked for a shelter to be named after our great leaders. Ms. Luster also stated that Dularge continues to flood.
 
John Silver – District 4: Mr. John Silver is still selling United Houma Nation lapel pins for $8.00 to benefit the scholarship and building fund. Mr. John Silver reported he has been going out in the community to raise awareness for the Future of United Houma Nation Community meetings. Mr. Silver thinks it is important for the meetings to have a high attendance rate so more opinions will be heard.
 
April Guidry – District 8: Ms. April reported she held the first Future Community meeting that went fairly well. Ms. April reports her concerns about not having a community center in her area. Ms. April stated a campout will be held at Bayou Segnette from October 16th-18th. Ms. April will also host a one-day camp in December in her district.
 
Steve Williams District 9: Mr. Steve reported he is still trying to contact tribal citizens.
 
Laura Billiot – District 10: Ms. Laura Billiot stated an Indian Parent Committee meeting was held at the Tribal Office in Golden Meadow. Ms. Laura Billiot also reported she and some tribal youth attended the Powwow in Kinder. Ms. Laura stated the youth want to continue to meet to learn regalia, beadwork and dancing, so Ms. Laura hopes to get them together again soon while they are still energized. Ms. Laura Billiot reported that her Future Community meeting will be held October 13th, 2009.
 
Michael Dardar – District 11: Mr. Michael Dardar stated he and Ms. Laura Billiot will be sharing the meeting on October 13th, 2009. Mr. Michael Dardar has been trying to get the word out in the community on how importance it is we hear from tribal citizens about what is needed and/or wanted for the tribe. Mr. Michael Dardar attended an American Society of Etho-History Convention in New Orleans to participate in a panel discussion. Mr. Michael Dardar stated after the discussion the tribe was given a public apology by the leaders of the Society for posting a derogatory article about the tribe in 2007 by Dave Davis.
 
Old Business
Hurricane Relief
The following updates were provided:
             I.      Hazard Mitigation
  • The United Houma Nation has been approved to receive a $50,000 Hazard Mitigation grant. The Tribe now needs to form a Hazard Mitigation committee/board to develop a plan to identify hazards in each community. Ms. Brenda Dardar-Robichaux asks that one Tribal Representative and at least one tribal citizen volunteer to be on this board. The tribe will hire a consultant that will write a Hazard Mitigation plan. Once the plan is written, it will have to be approved by Louisiana Recovery Authority and if approved, the tribe will be able to apply for federal funds. Anyone interested in serving on this committee should contact the Relief Office at, 985-537-8867.
Ms. Janie Luster stated that she would ask Mr. Nolan Verret, owner of G & N Construction, a house lifting business, from her district to sit on this board, but she wonders if this might be a conflict of interest. Mr. John Silver states this board would be an Advisory Board and not a decision making board, decisions would be made by the Tribal Council.
·         Ms. Samantha Shaffstall, Case Manager, reported on the United Houma Nation Relief Office. The office continues to receive calls from citizens in need of assistance. Ms. Samantha Shaffstall reported she is working on approximately 110 cases and is currently developing a database to keep better record of these cases. Ms. Shaffstall also reported she is working with other organizations to help find assistance for tribal citizens. Anyone needing assistance for unmet needs should contact Ms. Samantha Shaffstall at the UHN Relief Office, 985-537-8867.
·         Ms. Brenda Dardar-Robichaux reported interviews were done by Ms. Rachel with the “How Safe/How Soon?” project. Ms .Brenda Dardar-Robichaux and Ms. Lanor Curole will be meeting with Ms. Rachel on November 13th, 2009 to discuss the future of this project and when she will be conducting more interviews. Anyone interested in being interviewed should contact Ms. Charlene at the Relief Office at 985-537-8867.
·         GNOF, Greater New Orleans Foundation, visited the Disability Awareness Powwow to take photographs of the youth to use in their annual report. Framed copies will be given to the ones photographed.
·         Ms. Brenda Dardar-Robichaux also reported on Igniting Change, a book printed by Louisiana Disaster Recovery Foundation (LDRF) in which the tribe was included.
·         Ms. Brenda Dardar-Robichaux spoke with Ms. Diane Miller, from Blue Moon, about collaborating with an organization to help the UHN fisherman. If and when this project begins, the tribe’s fishermen could possibly get resources and higher prices for their catch.
 
          II.      Federal Recognition
  • Ms. Brenda Dardar-Robichaux reported Federal Recognition is 30 years in the process.
·         Ms. Brenda Dardar-Robichaux gave Tulane Environmental Law Clinic a packet of information about the tribe’s federal recognition. The Tulane board will review the information and decide if they can assist the tribe with its federal recognition petition.
  • Ms. Brenda Dardar-Robichaux reported while attending the Census conference, she and Ms. Lora Ann Chaisson spoke with Mr. Earl Barbry, the Chairman of the Tunica-Biloxi tribe. Mr. Barbry is offering assistance with Federal Recognition by having the tribe join him in Washington, D.C. Arlinda Locklear, of the Lumbee tribe, also spoke with Mr. Earl about offering her help as well.
  • Ms. Janie Luster commented on adding UHN to the Lumbee tribe petition for Federal Recognition. Mr. Michael Dardar commented it would not benefit the United Houma Nation or the Lumbee tribe.
  • Ms. Brenda Dardar-Robichaux commented on the importance of membership updates to include your maiden names as well as updating any and all changes.
 
       III.      Membership Reinstatement
·         Ms. Monica Gail Parfait Verdin, Mr. Regis Paul Verdin, Jr., and Mr. Shaun C. Verdin, were present with necessary paperwork to be reinstated. A unanimous motion was made to reinstate Ms. Monica Gail Parfait, Mr. Regis Paul Verdin, Jr. and Mr. Shaun C. Verdin, with a unanimous second, motion carries. Ms. Theresa Verdin Naquin, Mr. Wesley Brunet, and Ms. Nattie Dardar Brunet were present to be reinstated without necessary paperwork. A unanimous motion was made to reinstate Ms. Theresa Verdin Naquin and Mr. Wesley Brunet, and Ms. Nattie Dardar Brunet contingent on receipt of necessary paperwork, with a unanimous second, motion carries.
 
       IV.      Public Comment
·         Ms. Brenda Dardar-Robichaux stated that the Tribal Council is the tribe’s voice and it is important for them to reach out to their citizens. Ms. Brenda Dardar-Robichaux reported on the How Safe, How Soon Community meetings and their locations.
  • Mr. John Silver reported to please join Ms. Lora Ann Chaisson in supporting the Island Road repairs at the Terrebonne Parish Council meeting on October 28th, 2009 at the Government Tower building in Houma.
 
New Business:
I.    Jeff Bailey, Dallas Regional Census Bureau
  • Mr. Jeff Bailey with Dallas Regional Census Bureau, which covers Texas, Louisiana, and Mississippi, reported on the importance of filling out the 2010 Census correctly and how this affects funding for fire departments, community centers, and etc. Mr. Bailey also reported the Census will be hiring soon.
 
II. Mr. Jeff Kugler, Red Cross – Fire Safety
  • Mr. Jeff Kugler with American Red Cross, reported on Fire Safety month. This month the fire departments will be reaching out into the communities regarding fire and flu safety and would like tribal citizens to help him in canvassing the area. Mr. Alan Bergeron, from up north, is part of DAT, Disaster Action Team, in the Thibodaux office with the sheriff and wants to stay connected with the tribe.
 
III. NCAI Resolution
  • Ms. Brenda Dardar-Robichaux stated the resolution with National Congress of American Indians (NCAI) needs to be renewed. Mr. John Silver motioned to renew the resolution with NCAI, seconded by Janie Luster, Mr. Michael Dardar abstained, and motion carries. The names on the resolution were Ms. Brenda Dardar-Robichaux, Ms. Janie Luster, and Mr. Albert Solet as the alternate.
 
IV. Establishing Protocol for Tribal Council Request of Information
  • Ms. Brenda Dardar-Robichaux suggested a protocol be set up by the Tribal Council when requesting tribal information. Mr. John Silver and Mr. Michael Dardar both agreed that research should be done on a request for public information form. Mr. Michael Dardar suggested a Tribal Council request form be sent straight to the Administration Office. Mr. John Silver suggested a reading file/binder be put together for public view at each office. Mr. Michael Dardar suggested the minutes be added to this binder.
 
          V.      Upcoming Events
  • Ms. Brenda Dardar-Robichaux gave the dates of all the Future of United Houma Nation Community meetings on Tuesdays starting October 13th in Golden Meadow and ending on November 3rd in Dulac.
  • A funder’s tour at Ward 7 is scheduled on October 14th. The United Houma Nation will have an information booth and Ms. Janie Luster will be selling some of her art.
  • On October 15th-18th, there will be a Neighbor Works CLI Community Leadership Development conference. Ms. Lanor Curole, Ms. Brenda Dardar-Robichaux, Ms. Cacinda Voisin, Ms. Nora Serigne, Mr. Chris Chaisson, Ms. Cody Danos, and Ms. Monica Redman will be attending. Upon returning, they will apply to receive a $2000 start up grant for developing a community leadership program.
  • The old store will be open on Mondays and Fridays starting October 16th
  • Ms. Brenda asked if any Tribal Council representative would be able to attend a meeting with the new Assistant Administrator, Pete Silva, with the EPA Water Policy on October 17th in New Orleans. Anyone interested in attending should contact Ms. Robichaux as soon as possible.
  • Ms. Brenda will be joining the Environmental Defense Fund on a bus trip to Fourchon to share the tribe’s story on October 28th-30th.
  • Ms. Brenda announced that Elders Fest will be held November 21st in Raceland, Louisiana.
  • Ms Brenda announced that the United Houma Nation Annual Awards Banquet is tentatively scheduled for December 18th. Treater will not be available this year to perform. Ms. Cacinda Voisin is chair of the Banquet Committee and will schedule a meeting soon.
  • Ms. Brenda reported she is working with David Haiman, the facilitator with Movement Matters, on scheduling a follow up Community Development Conference. The first one in July at the Paragon Casino and Resort was a great success. Ms. Brenda Dardar-Robichaux is asking tribal citizens who attended the first conference to invite two more citizens to attend the upcoming conference. The conference will either take place on November 6th-7th or November 7th-8th.
  • Ms. Brenda asked if a Tribal Council representative is available to attend a Fly-In event in Washington, DC on October 26th-27th. This event will be meeting with legislatures on Capitol Hill. Anyone interested in attending should contact Ms. Robichaux as soon as possible.
  • Ms. Jamie Billiot announced that on October 24th Project Venture will host a Fall Harvest at the Dulac Community Center. The Project Venture group has asked to bring a non-perishable food item. On October 30th Ms. Jamie Billiot will also host a Halloween party from 5:00-8:00 PM for youth to attend.
  • Ms. Jamie also reported on November 7th the Grand Caillou Library will have its Grand Opening Ribbon Cutting Ceremony. Mr. John Silver will be cooking and Bayou Eagles will be dancing.
  • Ms. Jamie reported she is working a on a grant that would allow Bayou Eagles to travel doing presentations on dance styles and other related stories by the end of next summer.
  • Mr. Steve Williams announced that on November 7th there will be an art show at The Big Top Art Gallery from 6:00 PM- 2:00 AM. For more information please visit www.504whatstyle.com. Mr. Steve also mentioned he would eventually like to start his own Swamp Stomp Festival.
  • Mr. John Silver would like to set up classes with any tribal citizens interested in studying and getting better educated on the Constitution.
 
       VI.      Public Comment
  • Ms. Shirley Feet will be doing pre-test for the 2010 Census on October 22nd at the Houma office from 9:00-11:00 AM and 1:00-3:00 PM. The real test will take place on November 4th at the same location.
  • Ms. Luster asked for a list of all employees including job descriptions and which organization they are employed by.

The next Tribal Council Meeting will be Saturday, November 14th at 10:00 a.m. This meeting will be held in the Montegut District, possibly at the Montegut Fire Station.

        Principal Chief Brenda Dardar-Robichaux called the meeting to order at 10:04 a.m.

        Mr. Michael Dardar motioned to approve the August minutes, seconded by Ms. April Guidry motion carries.
 
Treasurer’s Report
Mr. John Silver, Treasurer, reported that a Finance Committee meeting was held September 10th, 2009 at the VocRehab office in Houma. Mr. John Silver motioned for the Tribal Council to approve the VocRehab and HRO budgets and table the Tribal account budget, seconded by Ms. Gwen Billiot, motion carries.
 
Committee Reports
Ms. Lanor Curole reported on the Vocational Rehabilitation program. The VocRehab program works with disabled tribal citizens to provide employment opportunities. Ms. Curole stated that the VocRehab program has been available for nine years. The VocRehab program will host a Disability Awareness Powwow September 19th at the KC Home in Grand Caillou. The flyers for this event were provided to the audience. T-shirts will be sold as a fund-raiser for the Tribe. Ms. Brenda Dardar-Robichaux stated that volunteers are needed for the UHN Food Booth. Ms. Janie Luster inquired about a VocRehab fishing trip. Ms Curole stated that the grant they receive provides staff development funds. The program hosted a staff retreat in Grand Isle to begin preparations for the next grant cycle. Four of the five staff participated.
 
Ms. Brenda Dardar-Robichaux reported on the Election Committee. Ms. Jody Naquin, who was nominated to serve on the Election Committee last meeting, has accepted. Mr. Pete Billiot and Ms. Hope Larios will run for the vacant District 7 seat on the Tribal Council. The Election Committee is scheduled to meet on September 18th to discuss the special election for District 7 and the constitution amendment election.

ANA has requested clarification of a few items on the application. The Tribe also has plans for internet streaming as well. Anyone interested in working with the radio station project is welcome.
 
Ms. Brenda Dardar-Robichaux reported on Lafourche Indian Education. A Parent Committee meeting was held September 3rd. There is a job opening for a Cultural Resource Specialist/Tutor in Lafourche Parish. Anyone interested in applying for the position should contact Ms. Robichaux. Ms. Janie Luster stated that someone she knew inquired about the position and were told it was filled. Ms. Robichaux stated that was incorrect. Ms. Robichaux stated that the National Indian Education Association Conference will be in Milwaukee, WI this year. Ms. Cody Danos, Ms. Greta Terrebonne, and Alyssa Franklin, a student representative, will be attending. Mr. Kirby Verret reported on Terrebonne Indian Education. Mr. Verret stated that Terrebonne Indian Education is working hard to make sure all the kids are registered in the Indian Ed. Program. Mr. Verret stressed that parental involvement is important. Mr. Verret also stated that the Terrebonne Indian Education hosts a senior honoring event every year.
 
Ms. Brenda Dardar-Robichaux reported on the Enrollment Committee. Letters have been sent to after-deadline participants to inform them of the information needed for their application to move forward.
 
Ms. Lora Ann Chaisson reported on Inter-Tribal Council. Ms. Chaisson reported that the in-school program should be beginning soon. Ms. Chaisson also reported on the classroom training program. This program will pay students $2-3 per hour for attending vocational training for a minimum of 9 hours. ITC also has a work experience adult program, OJT program, and SCSEP program.
 
Ms. Brenda Dardar-Robichaux reported on youth activities of the United Houma Nation. The Tribe has received another grant from Global Fund for Children. Ms. Robichaux is planning another Powwow camp with youth for the Coushatta Powwow in Kinder, LA on October 2nd-4th. The youth will participate in interviewing food vendors, crafters, dancers, and drummers at the Powwow. Anyone interested in attending should contact the Relief Office at 985-537-8867.
 
Ms. Samantha Shaffstall reported on the Emergency Preparedness Committee. The Hurricane Relief Office and Vocational Rehab programs purchased four radios, two each office, which will be used during an emergency. Ms. Samantha Shaffstall was nominated to serve on the Interoperability Board for the parish and the region. Ms. Shaffstall stated that anyone having problems when needed to evacuate can contact the Council on Aging for assistance. Evacuees will be sent straight to Shreveport from Terrebonne and Lafourche Parish. Flyers about Council on Aging were available for more information. The next Emergency Preparedness Meeting is being planned but no date has been set. 
 
Ms. Jamie Billiot reported on the Dulac Community Center. Ms. Mary Billiot provided handouts of the upcoming events at the DCC. Ms. Jamie Billiot reported the DCC is now offering a GED program prep course. Ms. Billiot stated that anyone who was interested in being a GED Instructor should contact the Dulac Community Center. Ms. Billiot also stated the DCC would like to coordinate with the Dularge area and help as much as they can. Ms. Billiot stated the DCC is planning a Halloween Party. The Bayou Eagles will be selling drinks at the Disability Awareness Powwow as a fundraiser. Ms. Jamie Billiot also mentioned an upcoming project to teach Houma youth traditional dance, history, and dress to produce a performance to be held at the Le Petit Theater.

Monique Verdin, from the Grand Bois community, had a photo instillation called “A Decade of Reflection” at the Big Top Gallery in New Orleans from August 1st-31st. Ms. Brenda Dardar Robichaux, Ms. Lora Ann Chaisson, Ms. Louise Billiot and Ms. Rose Behan attended the closing ceremony on August 29th.
 
On July 12th-14th the UHN hosted the first Community Development Conference at the Paragon Casino and Resort in Marksville, LA. A follow-up conference is in development. Everyone who attended the first conference is invited to attend again and invite two additional tribal citizens. Ms. Brenda Dardar-Robichaux has been working with David, the NeighborWorks Facilitator, to plan the next conference. Ms. Robichaux asked that the Tribal Council start thinking of citizens in their community to invite to attend.  
 
Ms. Brenda Dardar-Robichaux and Ms. Samantha Shaffstall attended. The Silver Lining: Breakfast Forum with HUD in New Orleans on August 27th. Secretary Donovan outlined the Scope of the Obama Administration’s Commitment to Louisiana.
 
The US Census is hosting a US Census Tribal Partnership Conference on September 23rd-24th at the Paragon Casino and Resort in Marksville, LA. Mr. Albert Solet, Ms. Hope Larios, Ms. Brenda Dardar-Robichaux, Ms. Lora Ann Chaisson, and Ms. Lanor Curole will be attending. The Conference will stress the importance of filling out the Census 2010 correctly.
 
District Reports:
Albert Solet – District 1: Mr. Albert reported that since his ad was put in the paper, the tribal citizens in his community have been very responsive. Mr. Solet is hoping to have a good turnout for the “How Safe/How Soon?” community meeting scheduled for on October 20th.  
 
Lora Ann Chaisson – District 2: Ms. Lora Ann Chaisson stated that the Montegut building caught on fire and needs to be repaired. Ms. Chaisson reported a fiction movie will be filmed on Isle de Jean Charles. Some people casted in the movie will be locals from the Island and casting will begin in November. After the meeting, Ms. Chaisson will be meeting with Nicholls State University, Louisiana State University and others regarding the erosion on the Island. Ms. Chaisson plans to have a luncheon for the constituents in her area. This meeting will help promote the October 27th meeting in the Montegut Gym. Ms. Chaisson, Ms. Janie Luster, and Ms. Louise Billiot participated in a state-wide basket show in Kenner.
 
Janie Luster – District 3: Ms. Janie Luster reported she was invited to attend a trip with the band Treater. Ms. Luster stated that this trip was enjoyable and represented Louisiana well with the food and parades. Ms. Luster reported that National Geographic visited and filmed Mr. Ricky Verret fishing. They also photographed and filmed the uses of garfish i.e.: making jewelry and cooking with it. This documentary will come out around February or March.
 
John Silver – District 4: Mr. John Silver is looking to attain money to start a Charter School/French Emergent Program in his district. Mr. Silver reported that he is still selling United Houma Nation lapel pins as a fundraiser for the Tribe. Mr. Silver also stated that the UHN missed the deadline to host bingo as a fundraiser.
 
Gwen Billiot – District 5: Ms. Gwen apologized that she has not been able to schedule a joint-community meeting with Mr. Thomas Dardar, Jr., of District 6. Ms. Gwen Billiot reported that she is still working with Louisiana Spirit, which does outreach and counseling involving hurricane recovery. Ms. Billiot stated that she has been busy with her new granddaughter.
 
April Guidry – District 8: Ms. April reported there are still school supplies available from the school supply giveaway. Ms. Guidry said she is preparing for the campout October 16th-18th in Bayou Segnette.
 
Laura Billiot – District 10: Ms. Laura Billiot stated that she has been busy getting children ready for the upcoming Disability Awareness Powwow. Ms. Laura would like to schedule another joint-community meeting with Mr. Michael Dardar, of District 11, before the end of the year. Ms. Billiot stated she is trying to start another youth group and get the youth more involved. 
 
Michael Dardar – District 11: Mr. Michael Dardar stated that he has been working with Lafourche Parish Indian Education to develop monthly activities for the youth. Mr. Dardar will be attending a roundtable discussion in New Orleans to speak about the tribe next month. He will also be working with Centenary College of Louisiana in Shreveport in November.
 
 
Old Business
             I.      Hurricane Relief
The following updates were provided:
·         Ms. Samantha Shaffstall, Case Manager, reported for the United Houma Nation Relief Office. Citizens are still calling needing assistance. Since last count, Ms. Shaffstall has a total 110 cases and is developing a database to keep all the cases on record and organized. Ms. Shaffstall reported that she is working with other organizations to help find assistance for tribal citizens. Anyone needing assistance for unmet needs should contact Ms. Samantha Shaffstall, Case Manager at the UHN Relief Office, 985-537-8867.
·         Ms. Brenda Dardar-Robichaux reported that she continues to participate in weekly conference calls with the “How Safe/How Soon?” project. In addition to the Tribal Council meetings, the Tribe will be hosting weekly meetings in the different communities seeking input from tribal citizens as we plan for the future of our tribal communities. Flyers were available with the dates and locations of each meeting. These meetings are a part of the Blue Moon project started about a year ago. Through GNOF, Greater New Orleans Foundation, brochures of the United Houma Nation have are being developed and information from “How Safe/How Soon?” has been included in these brochures. Anyone interested in being interviewed to be included in these brochures should contact the Relief Office at 985-537-8867.
·         Mr. Johnny Wray, of Church World Service, visited the United Houma Nation Relief Center to conduct an evaluation on their services for hurricanes Katrina and Rita.
·         GNOF, Greater New Orleans Foundation, will be visiting the Disability Awareness Powwow to photograph for their annual report and share some of the ways they have assisted the Tribe.
 
          II.      Federal Recognition
  • Dr. Jack Campisi recommended to the United Houma Nation to file for another extension, because of the ongoing disaster relief efforts. Dr. Campisi has asked for the following to be updated: marriage, birth, and death certificates need to be sent to the United Houma Nation Tribal Center. Databases of volunteers, hurricane relief grants, collaboration with organizations, grants received from foundations, services provided at the old Store Relief Center and donations received are being compiled. Media coverage and pictures of tribal activities are also needed. These databases have been sent to Dr. Campisi to be reviewed. Ms. Brenda Dardar-Robichaux reported that folders on all tribal citizens at the Golden Meadow Tribal Center should be up-to-date with the information that has been provided.
  • Ms. Brenda Dardar-Robichaux and Mr. Joshua Pitre met with Ms. Beth Galante, of Global Green, Ms. Beth has worked with the UHN previously and once again has offered her assistance with the tribe’s federal recognition effort.
 
       III.      Membership Reinstatement
  • Mr. Ronald Paul Dardar, Sr., and Bailey Austin Dardar were present to be reinstated with incomplete paperwork. Mr. Ronald Paul Dardar, Jr., Ms. Betty Williams, Mr. Robert Williams, Ms. Santrina Lyn Verdin, Ms. Roxanna Billiot Dardar, Mr. Dovic Billiot, Jr. were present with necessary paperwork to be reinstated. Ms. Gail Naquin Perna, Patrick Leslie Perna, Denali Giovanni Perna, Leilani Rose Perna, and LaDainian Perna were present to without necessary paperwork to be reinstated. A unanimous motion to reinstate Mr. Ronald Paul Dardar, Jr., Ms. Betty Williams, Mr. Robert Williams, Ms. Santrina Lyn Verdin, Ms. Roxanna Billiot Dardar, and Mr. Dovic Billiot, Jr., with a unanimous second, motion carries. A unanimous motion to reinstate Gail Naquin Perna, Patrick Leslie Perna, Denali Giovanni Perna, Leilani Rose Perna, LaDainian Perna, Mr. Ronald Paul Dardar, Sr., and Bailey Austin Dardar contingent on receipt of necessary paperwork, with a unanimous second, motion carries.
 
       IV.      Public Comment
  • Ms. Lora Ann Chaisson stated that powwows are not an original tradition of the Tribe, but an adopted one. Ms. Lora Ann stated that the Houma tradition is doing stomp dancing. Ms. Lora Ann Chaisson asked that all committee/work group meetings notifications be sent to the Tribal Council so they are aware of the meetings. Ms. Brenda Dardar-Robichaux stated she established the United Houma Nation staff and Tribal Council community calendar with a list of scheduled meetings with details. It is the responsibility of the council and staff to check the calendar. Ms. Lora Ann Chaisson stated that she has had lots of technical problems with her email.
  • Ms. Lora Ann Chaisson asked if the UHN has ever contacted Bruce Duthu about the Tribe’s Federal Recognition efforts. Ms. Brenda Dardar-Robichaux stated that because of his other obligations, he is not in the position to take over the Tribe’s federal recognition efforts.
  • Mr. Molinare stressed his concern for the Terrebonne Parish levees not protecting the communities.
  • A member of the audience inquired about vouchers after the hurricane from the United Houma Nation. The Tribe did not give out any vouchers, but offered $1,000 grants for home, vessel, and septic repair.
  • Mr. Kirby Verret commented on the amending of the constitution and stated that he feels it should remain the same.
  • Ms. Cacinda Voisin stated that she went door to door to get signatures for the petition and explained in detail what they were signing.
  • Ms. Samantha Shaffstall commented that Ms. Brenda Dardar-Robichaux had no input towards the petition and did not promote herself or encourage anyone to sign it.
  • Ms. Brenda Dardar-Robichaux commented on the petition passed at the previous Tribal Council meeting that asks for an election to be held to change term limits for the office of Principal Chief. Election will be held in June.
  • Ms. Janie Luster commented that she does not agree with Ms. Brenda Dardar-Robichaux, Principal Chief, breaking the tie on the vote of having the election to eliminate term limits.
  • Ms. Lora Ann Chaisson commented that the constitution says Ms. Brenda Dardar-Robichaux can break a tie only if a 72 hour prior notice is given.
  • It was stated by others present that the 72 hour notice is for fiduciary matters only. Because Ms. Brenda Dardar Robichaux is not paid or compensated, the 72 hour notice does not apply. Discussion was held in the interpretation of the Constitution.
  • Ms. Janie Luster inquired about the number of registered voters, which is about 1700.Ms. Luster feels the Tribal Council has failed their people by not having a newsletter and trying harder to get more people informed. Ms. Janie Luster also stated that if a tribal citizen is 18 and older with a roll number, they should be able to vote without registering.
  • Mr. Michael Dardar stated that even with the United States you have to register to vote.
  • Ms. Laura Billiot stated that she does not think she has failed her district as a Tribal Council representative because she keeps the citizens of her district informed. It is the responsibility of each council representative to do the same.
  • Ms. Janie Luster inquired about the voter registration equipment being kept at a family home.
  • Ms. Brenda Dardar-Robichaux stated that to her knowledge that information is not accurate and facts should be shared if such a statement will be made.
  • Ms. Brenda Dardar-Robichaux stated the newsletter has not been sent out because of the lack of accurate mailing addresses due to the impacts of hurricanes, the lack of volunteers to assist and a lack of submission of articles from the Tribal Council. Michael Dardar is the only council representative to have submitted articles for the newsletter. Ms. Brenda stated that the Tribe is now allocating $1,000 to hire someone to write the quarterly newsletter.
 
New Business:
             I.      Ravi Sangisetty
  • Mr. Ravi Sangisetty, resident of Houma, LA, was present at the Tribal Council meeting. Mr. Ravi is running for Congress as a U.S. Representative and stayed after the meeting to talk to anyone who has questions or concerns.
 
          II.      Hazard Mitigation
  • The United Houma Nation has received a $50,000 Hazard Mitigation grant. The Tribe is looking for citizens to serve on the Hazard Mitigation Committee. The committee will help to identify all hazards in each community. The Tribe will hire a consultant that will write a Hazard Mitigation plan for the Tribe. Once the plan is written, it will have to be approved by Louisiana Recovery Authority and if approved, the Tribe will be able to apply for federal funds. Anyone interested in serving on this committee should contact the Relief Office at, 985-537-8867. Training for hazard mitigation will take place every Friday and interested parties are invited to attend. 
 
       III.      Upcoming Events
  • Mr. John Silver stated that Ms. Louise Billiot will be celebrating her 20th anniversary of working with the UHN.
 
       IV.      Public Comment
  • Ms. Janie Luster asked that the most updated Tribal Council meeting agenda be sent out to the Tribal Council before the meeting.
  • Mr. Michael Dardar introduced Mr. Mark, of Christensen Fund. Mr. Mark stated the foundation documents the land loss and climate change of different communities. The foundation is trying to document fourteen communities that are in 14 different biomes.
  • Mr. John Silver apologized for missing the August Tribal Council meeting. Mr. Silver also disagrees with how the voting for the election took place. Mr. Silver would like to go on record stating that he does not think the vote was legitimate according to the Constitution. Once again, it was stated that the constitution states for fiduciary matters. Discussion was held in the interpretation of the Constitution.
  • Ms. Helen Gindrat asked that all Tribal Council representatives ask their constituents to send address updates. Ms. Helen stated that since the addresses aren’t updated, the mail-out is wasting time and money.
  • Mr. Michael Dardar stated the “personal interest” needed to be clearly defined.
  • The decision was made to continue the discussion at the next meeting
